276 <br />November 80, 2000 <br /> <br /> Vice Mayor Teague stated, "1 remain very frustrated at VDOT [Virginia <br />Department of Transportation]. I would like to see a process change, for VDOT to work <br />with localities." Delegate Day replied, "The frustration is being felt within VDOT as well, <br />especially locally." <br /> <br /> Vice Mayor Teague stated, "The City was faced with an estimated $140,000 <br />expense with the State consumption tax. I would like to see municipalities exempt from <br />the State consumption tax." Earl B. Reynolds, Jr., City Manager, added, "The tax <br />requires us to tax ourselves. There's also a question of service territory." <br /> <br /> City Manager Reynolds stated, "We would like to protect the revenue that we do <br />have and generate new income in a cooperative effort with the State. Our number one <br />project is the Virginia Museum of Natural History." <br /> <br /> Dr. Trollinger stated, "We would also like to look at testing schedules. At the time <br />the SOLs [Standards of Learning] are administered; only 70 percent of instructional time <br />has been used." <br /> <br /> Mayor Crabtree stated, "We need additional funding for education. The Museum <br /> is the City's highest priority. We're working closely with the Counties of Henry and <br /> Patrick on a regional industrial park." <br /> <br /> There being no further business to come before Council during their special <br /> meeting, upon motion by Council Member Roop, duly seconded, by unanimous vote, <br /> Mayor Crabtree declared the meeting adjourned at 2:00 P.
