October 30, 2000 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on October 30, 2000, in Council Chamber of the Municipal Building, <br />beginning at 7:32 P. M., with Mayor Mark Crabtree presiding. Council Members present <br />included: Mark A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council <br />Members Bruce H. T. Dallas, J. Ronald Ferrill, and Terry L. Roop. <br /> <br /> Following the invocation by Council Member Roop, Mayor Crabtree welcomed <br />everyone to the meeting. <br /> <br /> Council considered a Public Hearing on a Local Law Enforcement Block Grant <br /> $26,437 for the Police Department. Michael Rogers, Chief of Police, stated, "This grant <br /> requires a $2,937 match by the City, which will come from forfeited assets. On <br /> November 1, I will submit my list to the grant board. I am considering a telephone <br /> system with voicemail and call forwarding, an upgrade to the photo imaging system, five <br /> additional heavy tactical bullet-proof vests, two bullet-proof shields, and headsets for the <br /> tactical team." Mayor Crabtree declared the Public Hearing open. With no response, <br /> he declared the Public Hearing closed. Vice Mayor Teague moved for the Chief of <br /> Police to proceed with the grant process; the motion was duly seconded and carried by <br /> the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, <br /> Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered adoption of Ordinance No. 2000-5 amending Section VII - <br /> General Sign Regulations, Paragraph C - Permitted Signs and Paragraph' N - <br /> Permitted Signs in Districts of the City's Zoning Ordinance related to real estate ~igns. <br /> Wayne D. P. Knox, Planning, Zoning, & Housing Manager, stated, "The intent of the <br /> proposed Ordinance was to be more restrictive and didn't differentiate any district. The <br /> <br /> <br />
