Whitlow, Development Specialist <br /> <br />Joint Martinsville - Henry County "New" Enterprise Zone <br /> <br />Please find attached with this memo an aerial map of the proposed "new" Martinsville - Henry County <br />Enterprise Zone. As you are aware, this past spring Governor Gilmore indicated his willingness to <br />designate an additional Enterprise Zone for our community. Over the course of the last week, <br />representatives from our office, Henry County, and the West Piedmont Planning District Commission <br />have met to initiate the application process. Based upon our meetings and application requirements, <br />we have determined the area surrounding Commerce Court and V-C Drive in the northern edge of the <br />City adjoining Henry County (indicated upon the attached map) is the best suitable area for a Second <br />Joint Zone. As required by the Commonwealth of Virginia, our "new" Joint Zone must include an area <br />comprising both City and County land. This area was not included in the 1996 Enterprise Zone <br />designation, but this area if designated, will abut a portion of the existing zone. More specifically, the <br />"new" Zone will include the following properties: Stanley Bowles Corp., Penske, the Former Roy <br />Stone and V-C Facilities, Dutailier Inc., Midway Bottled Gas, Southwest VA Company Shops, and the <br />lands South and West of Stultz Road, as well as North of the Railroad. The American Standard Homes <br />Company is already included in the Existing Enterprise Zone. <br /> <br />The Joint "new" Enterprise Zone incentives will mirror the existing financial incentives available with <br />the current Ezone Program. My office is working closely with Henry County and the WPPDC in <br />preparing the application. The application deadline is December 15th. A public heating and resolution <br />of support is needed to complete the application. Therefore, achieving public notice requirements, the <br />City must set and subsequently advertise a public heating for the November 28th City Council meeting. <br /> <br />Should you have any questions regarding any of the above, please so advise. <br /> <br />55 West Church Street P.O.
