VI. <br /> <br />VII. <br /> <br />by the City of Martinsville and Henry County to the Virginia <br />Department of Housing and Community Development. <br /> (See Enclosure #4) <br /> <br />COMMENTS: Following the Public Hearing, we recommend that <br />Council adopt the Resolution as prepared. <br /> <br />Consider implementation of the collection of the new State Electric <br />Consumption Tax. <br /> <br />COMMENTS: This is a continuation of the discussion that Council <br />had with Attorney Carter Glass at a recent Work Session. <br /> <br />Consider adoption, on second reading, of Ordinance No. 2000-8 <br />amending Appendix A--Schedule of Water and Sewer Rates of the <br />City's Terms and Conditions for Water and Sewer Services. <br />(See Enclosure #5) <br /> <br />Consider adoption of a Resolution approving the financing of the <br />Industrial Development Authority of the County of Franklin for the <br />benefit of Goodwill Industries of the Valleys, Inc. for the issuance <br />of the Authority's revenue bonds or notes in an amount not to ex- <br />ceed $4,500,000 to assist in financing (a) the acquisition, renova- <br />tion and equipping of a workforce development center and retail <br />store located at 1045 North Main Street in the Town of Rocky <br />Mount, Virginia, containing approximately 80,000 square feet, (b) <br />the acquisition, construction and equipping of a retail store located <br />on U.S. Route 58 in the City of Galax, Virginia, which will be on <br />the same side said Route 58 as Wal-Mart on a parcel containing <br />approximately 12,000 square feet, and (c) the acquisition, con- <br />struction and equipping of a retail store located at 280 and 284 <br />Commonwealth Boulevard in the City of Martinsville, Virginia, on <br />the same side as Liberty Fair Mall and separated from the Mall by <br />an access road leading off of Commonwealth Boulevard, containing <br />approximately 12,000 square feet. (See Enclosure #6) <br /> <br />COMMENTS: As you will note from the Enclosures, this is a three- <br />phase project that includes the acquisition, construction and <br />equipping of a retail store on Commonwealth Boulevard in the City <br />of Martinsville. Since one of the facilities is with the City, City <br />Council is required to take this action. The Martinsville project will <br />be a $1,300,000 investment employing 31 employees at an average <br />annual salary of $15,000. We recommend that Council adopt the <br />Resolution as prepared. <br /> <br />NOTE: City Council will recess and convene as the <br />Martinsville Redevelopment and Housing Authority. <br /> <br /> <br />
