Roop <br /> <br />Martinsville <br />A CITY WITHOUT LIMIT,~ <br /> <br />RESOLUTION <br /> <br /> City Manager <br />Earl B. Reynolds, Jr. <br /> <br /> City Attorney <br /> David B. Worthy <br /> <br /> Clerk of Council <br />Johnathan B. Phillips <br /> <br />WHERERAS, the Commonwealth of Virginia has designated selected areas for economic <br />growth and revitalization under the Enterprise Zone Program; and <br /> <br />WHEREAS, in 1996 the City of Martinsville and Henry County were awarded a joint Enterprise <br />Zone; and <br /> <br />WHEREAS, The Enterprise Zone designation has played a vital role in promoting the expansion <br />of existing firms as well as the location of new firms within Martinsville & Hertry County; and <br /> <br />WHEREAS, The Enterprise Zone incentives have significantly contributed to the area's <br />marketing efforts through which a number of jobs have been created to offset jobs lost due to <br />plant closures, downsizing, modernization, and other factors affecting the local economy; and <br /> <br />WHEREAS, A second Zone would allow for expanded coverage of the Enterprise Zone' <br />Program in Martinsville and Henry County, thereby promoting continued economic growth; and <br /> <br />WHEREAS, the recent actions of the Govemor and General Assembly expanded the number of <br />Enterprise Zones allowing communities to apply for additional zones; and <br /> <br />WHEREAS, the City of Martinsville and Henry County have experienced significant job losses <br />over the past two years and continues to have above state average unemployment rates; and <br /> <br />WHEREAS, the City of Martinsville intends to apply for a second Enterprise Zone designation <br />jointly with the County of Henry, and held a public hearing on November 28, 2000, as required <br />by the Enterprise Zone regulations; now therefore, <br /> <br />· BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session <br /> assembled November 28, 2000, that it does hereby authorize the City Manager to submit all <br /> information needed to apply for joint Enterprise Zone designation with Henry County through <br /> the Virginia Department of Housing and Community Development, and to carry out all program <br /> administrative and reporting requirements on its behalf. <br /> <br />Attest: <br /> <br />Johnathan B.
