COMMENTS: As you will note, the Virginia Supreme Court, thru a grant, will provide this equipment, but the locality is responsible for the installation and monthly phone line costs. The use of this equipment will reduce travel time, personnel time, overtime, vehi- cle maintenance, etc. for the Sheriffs Office to transport juveniles to and from the detention facilities to court for arraignment hear- ings. Upfront costs to the City would be approximately $400 for installation of special phone lines. Then there would be the monthly rate ($35 per line x 3 lines) plus long distance charges (Average 10 calls/mo. X 30 min. each -- 300 minutes x $.07 = $21 per line/mo)--for a cost of approximately $168 per month. No courtroom renovations will be needed. Sheriff Steve Draper will attend your meeting to answer questions. There is a need for an immediate decision in order to get a commitment from the Supreme Court to supply the equipment. VII. Consider adoption of a Resolution requesting a review of the Post Office's policy regarding a safety issue involving the placement of mailboxes, which requires that residents cross the street for access to their box. COMMENTS: As you will recall, this was discussed at Council's October 10, 2000, meeting and Vice-Mayor Teague and Council- man Dallas expressed concern and requested this action. Consider a report by the City Attorney regarding a possible amend- ment to the City Charter to provide for a residency requirement of certain City employees. COMMENTS: Council Member Terry Roop has requested that consideration be given to amending the City's Charter whereby certain City employees would be required to live within the City Limits. City Attorney David Worthy will be prepared to provide the legalities of such action and the procedures necessary to get the Charter amended should Council wish to pursue this matter. IX. CONSENT AGENDA: Set a Public Hearing for November 14, 2000, to consider the sale of City-owned real property consisting of two parcels (26,538 acres and 0,938 acres) in the Martinsville Industrial Park in Henry County to Frith Construction Co., Inc.
