COMMENTS: As you will note, the Virginia Supreme Court, thru a <br />grant, will provide this equipment, but the locality is responsible <br />for the installation and monthly phone line costs. The use of this <br />equipment will reduce travel time, personnel time, overtime, vehi- <br />cle maintenance, etc. for the Sheriffs Office to transport juveniles <br />to and from the detention facilities to court for arraignment hear- <br />ings. Upfront costs to the City would be approximately $400 for <br />installation of special phone lines. Then there would be the <br />monthly rate ($35 per line x 3 lines) plus long distance charges <br />(Average 10 calls/mo. X 30 min. each -- 300 minutes x $.07 = $21 <br />per line/mo)--for a cost of approximately $168 per month. No <br />courtroom renovations will be needed. Sheriff Steve Draper will <br />attend your meeting to answer questions. There is a need for an <br />immediate decision in order to get a commitment from the <br />Supreme Court to supply the equipment. <br /> <br />VII. <br /> <br />Consider adoption of a Resolution requesting a review of the Post <br />Office's policy regarding a safety issue involving the placement of <br />mailboxes, which requires that residents cross the street for access <br />to their box. <br /> <br />COMMENTS: As you will recall, this was discussed at Council's <br />October 10, 2000, meeting and Vice-Mayor Teague and Council- <br />man Dallas expressed concern and requested this action. <br /> <br />Consider a report by the City Attorney regarding a possible amend- <br />ment to the City Charter to provide for a residency requirement of <br />certain City employees. <br /> <br />COMMENTS: Council Member Terry Roop has requested that <br />consideration be given to amending the City's Charter whereby <br />certain City employees would be required to live within the City <br />Limits. City Attorney David Worthy will be prepared to provide the <br />legalities of such action and the procedures necessary to get the <br />Charter amended should Council wish to pursue this matter. <br /> <br />IX. STAFF REPORT: <br /> <br />A. Financial Report for month ending 9/30/2000. <br /> (See Enclosure #4) <br /> <br />X. CONSENT AGENDA: <br /> <br />Set a Public Hearing for November 14, 2000, to consider the <br />sale of City-owned real property consisting of two parcels <br />(26,538 acres and 0,938 acres) in the Martinsville Industrial <br />Park in Henry County to Frith Construction Co., Inc. <br /> <br /> <br />
