Deatherage, Chief Judge
Twenty-first Judicial District
Henry JDR Court
3160 Kings Mountain Road
Suite C, 2nd Floor
Martinsville, Virginia 24112

Dear Judge Deatherage:

As you are aware, the Office of the Executive Secretary of the Supreme Court of Virginia
is currently working on two grants received from the Department of Criminal Justice Services
through the Juvenile Accountability Incentive Block Grant (JAIBG) Program. Together, these
Grants will provide Video Teleconferencing capability to sixty Juvenile and Domestic Relations
Courts and twenty Juvenile Detention Homes for a total of eighty units.

Additional space has become available within the grant. As we are nearing the end of the
grant period, we must receive commitments from all localities that may be interested in this
project. The grant provides the equipment, setup and training while it is the localities
responsibility for the installation and monthly phone line costs. Details of these estimated costs
are provided later in this letter. If you are interested in participating in this grant project, please
call Sharon Duncan with our _MIS Department at (804) 786-6850 immediately to make
arrangements. It is critical for us to obtain commitments as soon as possible, as we have to obtain
the equipment by the end of this year.

Many of the Juvenile Detention Homes have already received this video equipment and
the remaining detention homes will be installed before year-end. The following courts,
Martinsville JD&R Court and Patrick JD&R Court, within your district have also been
identified as a potential sites for this video teleconferencing capability and we invite you to
participate in this program. This video arraignment and conferencing capability will reduce the
need to transport the detainee to and from the court for detention hearings (see 16.1-250 B) and
other hearings, will increase public safety, will save on staff time and travel expense and it will
enhance coordination and interaction among the judge, detention home staff, courts services and
the clerk's office. Other uses are identified in the attachment (Atch 1 ). The grant provides that
the equipment be purchased to support juvenile delinquency purposes.
