<br />~ (, <br />~G <br /> <br />TUESDAY <br /> <br />May 18, 1976 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsvil1e, <br /> <br />Virginia, with Mayor Harry L. Boaz presiding, was held Tuesday, May 18, 1976, <br /> <br />in the Council Chamber, City Hall, beginning at 7:30 P.M., for the purpose of <br /> <br />giving consideration to a proposed budget for the City of Martinsville for its <br /> <br />fiscal year beginning July 1, 1976 and ending June 30, 1977. All members of <br /> <br />Council were present, viz., Harry L. Boaz, Mayor; William D. Hobson, Vice Mayor; <br /> <br />G. S. Fitz-Hugh, Jr.; Barry A. Greene; and Morton W. Lester. <br /> <br />----- <br /> <br />In presenting his proposed budget for said fiscal year, City Manager Noland <br /> <br />pointed out statutory regulations which require the adoption of a City School <br /> <br />System budget no later than May 31, 1976. The City Manager then outlined three <br /> <br />major goals taken into consideration in the preparation of his recommended <br /> <br />1976-77 budget, as follows: <br />(1) to eliminate the deficit from past years in the General Fund; <br />(2) to resume the setting aside of funds for major street <br />construction projects, such as the authorized Brookdale Road <br />project and the anticipated Spruce Street improvement project; <br />and <br />(3) looking ahead to fiscal 1977-78, during which year General <br />Fund debt service will increase some $81,000.00 over 1976-77; <br />there will be no refund from Appalachian, such as ($311,000.00) <br />will be received in 1976-77; a reassessment of taxable real <br />estate will take place; and the possibility that Revenue-Sharing <br />will not be continued. <br /> <br />City Manager Noland pointed out the need for additional office space for the <br /> <br />Social Services Department, either through the renovation of the Kolodny <br /> <br />Apartments (at a cost of $53,000.00, of which $18,000.00 was appropriated in <br /> <br />1975-76) or the converting of the basement in City Hall for such usage <br /> <br />(estimated to cost $125,000.00-$150,000.00), either of which would free offices <br /> <br />presently occupied in City Hall by Social Services personnel for other uses, it <br /> <br />being noted that the State Department of Welfare would share in this cost only <br />
