aU

TUESDAY

AUGUST 26, 1975

The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia,

with Mayor Harry L. Boaz presiding, was held Tuesday, August 26, 1975, in the Council

Chamber, City Hall, beginning at 7:30 P.M., with all members--with the exception of

Councilman Morton W. Lester, who was away from the City--being present, viz., Harry L.

Boaz, Mayor; William D. Hobson, Vice Mayor; G. S. Fitz-Hugh, Jr.; and Barry A. Greene.

After the invocation, Council approved--as recorded--the minutes of its regular

meeting held August 12, 1975.

Before considering its regular order of business, Council recognized Mr. Herman O.

Hatcher and, through Mayor Boaz, presented to Mr. Hatcher a token in appreciation of

Mr. Hatcher's long and faithful service as a police officer of the City of Martinsville,

Mr. Hatcher having served the City and its citizens as a police officer since March 1,

1941 until his retirement (with the rank of Sergeant) on June 30, 1975.

Pursuant to duly-advertised public notice, Council proceeded with the conducting of

a public hearing on a petition filed May 27, 1975 by Nationwide Homes, Inc., this

being the same as petition dated April 8, 1975, withdrawn by petitioner on May 27,

1975, and then re-filed said May 27th~ which petition requested the rezoning from

"R-9 Residential" to "M-3 Industrial" of petitioner's property (consisting of from

1.3-to-l.4 acres) situated on the south side of Rives Road (extension) at its inter-

section with Drewry Road, to allow petitioner to construct and operate a wholesale

supply distributorship at said location. As an initial phase of this hearing, Council

read into the record the following two documents, viz., (a) a report and recommendation

of the Planning Commission dated July 18, 1975, and (2) a prepared statement by

Councilman Greene:

The Planning Commission on July 17, 1975, conducted a public hearing with
regard to a petition submitted by Nationwide Homes requesting the rezoning
of certain of their property lying at the intersection of Rives Road and
Drewery Road from R-9 Residential to M-3 Industrial Classification.
