<br /> (a) It shall be unlawful and a Class i misdemeanor for any person to suspend or hang any
<br />advertisement over the streets, alleys or other public places in the city, or to nail, tack, paste,
<br />paint, chalk, write or in any manner attach or cause to be attached any notice, advertisement,
<br />banner, streamer, poster or handbill to any telegraph, telephone, electric light or other poles,
<br />or to any wires thereto attached, on, over or upon the streets, alleys, parks, bridges, public
<br />places or public property in the city, without first having obtained the consent thereto of the
<br />public works director.
<br /> (b) Nothing in this section shall prevent any person from erecting and maintaining signs
<br />in accordance with the building code.

<br /> Sec. 3-2. Posting advertising matter on private property or placing same in vehicles.
<br /> (a) It shall be unlawful and a Class I misdemeanor for any person, other than an officer of
<br /> the law in his official capacity, to attach, or cause to be attached, any sign,' advertisement,
<br /> poster or handbill to any house, wall, fence;~automobile or other private property, without
<br /> first having obtained the permission of the owner of such property.
<br /> (b) It shall be unlawful and a Class I misdemeanor for any person to place any adver-
<br /> tisement, poster or handbill in any automobile or other vehicle on the streets of the city,
<br /> without the consent of the owner or occupant of such vehicle.
<br /> (c) Nothing in this section shall prevent personal presentation of a handbill to an indi-
<br /> vidual or to a householder, who is given the opportunity to decline to receive it.
