III. <br /> <br />V, <br /> <br /> AGENDA <br /> CITY COUNCIL MEETING <br />CITY OF MARTINSVILLE, VIRGINIA <br /> <br />City Council Chamber - Municipal Building <br /> 7:00 P.M. - June 8, 1999 <br /> <br />Invocation - Vice-Mayor M. Gene Teague <br /> <br />Business from the floor. <br /> <br />Conduct a Public Hearing for the purpose of receiving/interviewing citizens <br />interested in serving on the Martinsville School Board. <br /> <br />COMMENTS: There are two current members whose 3-year term expires June <br />30, 1999--Charles W. Davies, Jr. and Bemie F. Gray, Jr., and they both have <br />expressed interest in being reappointed. We have advertised. these positions, but <br />have not received any other interest. According to the Code of Virginia, appoint- <br />ments cannot be made until seven days following the Public Heating and no one <br />can be considered for appointment unless their name is brought up at the Public <br />Hearing. <br /> <br />Conduct a Public Heating and consider approval, on first reading, of Ordinance <br />No. 99-5 establishing the City's Budget and Tax Rates for Fiscal Year 1999-2000. <br />(See Enclosure #1 ) <br /> <br />Consider adoption of a Supplemental Ordinance amending the Ordinance of City <br />Council authorizing the Issuance of up to $4,200,000 principal amount of General <br />Obligation Refunding Bonds of the City of Martinsville, Virginia, and providing <br />forthe form, details and payment thereof. (See Enclosure #2) <br /> <br />COMMENTS: We recommend that Council adopt this Supplemental Ordinance <br />as prepared by our Bond Counsel--,-Sands, Anderson, Marks & Miller. Mr. Paul <br />Jacobson will be in attendance to answer any questions regarding this matter. <br /> <br />Consider, on first reading, approval of Ordinance No, 99-6 amending Chapter <br />18--Solid Waste, Article II--Refuse, Section 18.24--Fee Schedule of the City <br />Code related to the rate per ton tipping fee at the City's Landfill. <br />(See Enclosure #3) <br /> <br />COMMENTS: This amendment is neededto update the per ton charge for Land- <br />fill tipping fees to parallel the rate .agreed upon with Henry County for the use of <br />the City's facility. We recommend that Council approve this Ordinance on first <br />reading. <br /> <br />VI. '. Consider, on first reading, approval of Ordinance No. 99-7 amending Appendix <br /> D-2--Schedule of Connection Charges of the City's Terms and Conditions for <br /> Water and Sewer Service.
