AGENDA 'CITY COUNCIL MEETING CITY OF MARTINSVILLE, VIRGINIA City Council Chamber - Municipal Building 7:00 P.M. - May 11, 1999 Invocation - Mayor Mark A. Crabtree I. Consider approval of minutes of City Council' s meetings of March 23, 29, and April 13, 1999. (See Enclosure #l-a, #1-b and #l-c) II. III. Business from the floor. Conduct a public hearing and consider adoption of an Ordinance authorizing the issuance of up to $4,200,000 principal amount of General Obligation Refunding -Bonds of the City. (See Enclosure #2) COMMENTS: We recommend that Council adopt the Ordinance as prepared by our bond counsel. Consider a request by Chris Dodson to address Council regarding storm drainage at 400 Pond Street. Consider authorizing the Treasurer to refund $3,456 to Leasetex Corporation for an erroneous assessment on 1998 Business Personal Property taxes by the Office of the Commissioner of the Revenue. (See Enclosure #3) COMMENT'S: This is related to property (computer equipment and software) leased to a manufacturer (American of Martinsville's office on Church Street) by Leasetex Corporation that was not supposed to have been taxed. In compliance with the State Code related to such a refunding, we recommend that Council authorize the Treasurer to refund $3,456 to Leasetex Corporation from Revenue 01-000500-1101013roTaxes/Personal Property for Business Equipment. Com- missioner of the Revenue Ronnie Minter will attend your meeting to answer any .questions Council may have. VI. Consider adoption of the School's budget request for Fiscal Year 1999-2000. COMMENTS: State law requires that the local goveming body act on the School budget by May 15. The Administration recommends that Council approve the funding as presented in the City Manager's budget proposal for Fiscal Year 1999-2000.
