Consider approval of a local ordinance, second reading, to increase the cap of the courthouse security fee from $5 to $10 as the maximum amount to be assessed as part of the criminal or traffic court costs against a convicted defendant. 2. Consider discussion of guidelines for funding non-mandated outside agenCIes. 3. Consider approval of ordinance, second reading, establishing the City's Budget and Tax Rates for Fiscal Year 2008. 4. Consider setting a public hearing on a recommendation from the Martinsville Planning Commission to be held July 24, 2007 to amend Sections II. Definitions, X. Residential Districts, XI. Professional Districts, and XIII. Business and Manufacturing Districts, of the City's Zoning Ordinance. 5. Consider setting a public hearing on a recommendation from the Martinsville Planning Commission to be held July 24, 2007 to rezone property at #1 Starling Avenue (known as parcel 34(06l00/01A on the Tax Map of the City of Martinsvillel from R-6 Residential to P-2 Professional. 6. Consider setting a public hearing on a recommendation from the Martinsville Planning Commission to be held July 24, 2007 to abandon- the remainin~ portion of N. Barton Street, off W. Church Street, being 30 feet in width and 220.21 feet in length, as shown on City Tax Map 32. 7. Consider setting a public hearing on a recommendation from the Martinsville Planning Commission to be held July 24, 2007 to abandon a short section of Franklin Street located near the overpass bridge, on the west side of Commonwealth Centre at 101 E. Commonwealth Boulevard, as shown on Tax map 23 of the City of Martinsville.
