<br />3( <br /> <br />TUESDAY <br /> <br />JUNE 14, 1955 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor R. S. Hodnett Presiding, was held in the Circuit Courtroom of Henry County <br />Courthouse-in accordance with duly-advertised notice--on Tuesday, J1U1e 14, 1955, at <br /> <br />7:30 P.M., with all members of Council present, as follows: Mayor and Coureilman R. S. <br /> <br />Hodnett; and Counci1Jnen C. P. Craig, B. H. Hill, W. T. Turner, and J. R. Walker. <br /> <br />Minutes of the regular Council meeting held May 24, 1955, were approved as read. <br /> <br />The first order of business was a Public Hearing-du1y advertised-on City Manager <br /> <br />Mathewson's recornrrended budget for the fiscal year ending June 30, 1956. In connection <br /> <br />therewi th,Council reviewed and. entertained comments from local citizens present on the <br /> <br />following portions and recommendations of City Manager Mathewson's Budget Message <br /> <br />~:~ <br />o~ <br />~E <br />i <br /> <br />relating to his proposed budget: <br /> <br />(1) "Save Our Downtownf' Project-wherein CiW Manager Mathewson "urgently <br />recCll1Illended that the Planning Commission be requested to develop plans <br />for a peripheral or belt thoroughfare around the innnediate downtown <br />area" ; <br />(2) Human vs. Physic8.l Needs-the City Manager recormnending "that the Mayor <br />be authorized to appoint a study group of our finest citizens from all <br />walks and stations of life to be known as the 'Mayor's Commission on <br />Human Values In for the purpose of developing ~s and means of meeting <br />the human needs of the citizens; <br />(3) Sanitary Sewer System--City Manager Mathewson reconnnending that "our <br />consulting engineers be instructed to commmce at once the preparation <br />of the plans and specifications" for an adequate sewer system and <br />sewage disposal system; and <br />(4) Existing Streets-to bring all existing streets up to adequate standards <br />as rapidly as conditions permit-special attention being given to point <br />"4" of this section wherein City Manager Mathewson recommended that an <br />accelerated curb-and-gutter }rogram for such existing streets be adopted <br />and accomplished "by permitting the citizens on each street to share in <br />the cost of construction" of curb and gutter for their respective streets. <br /> <br />Many local citizens present expressed themselves on the foregoing recommendations and <br /> <br />emphatically endorsed the first three items mentioned above and generally supported <br /> <br />the fourth item pending the working out of certain details.
