<br />3~ <br /> <br />THURSDAY <br /> <br />MARCH 3, 1955 <br /> <br />A special and du1y-called meeting of Martirsville City Council, with Mayor R. S. Hodnett <br /> <br />presiding, was held in the Coun::il Chamber, City Hall, on Thursday, March 3, 1955, at <br /> <br />7 :30 P.M., with the following members present: Mayor and Coun::ilman R. S. Hodnett; and <br /> <br />Coun::ilmen C. P. Craig, B. H. Hill, and W. T. Turner. Councilman J. R. Walker was absent. <br /> <br />The purpose of this special rooeting is stated in the following public notice as <br /> <br />advertised in the Martinsville Bulletin on February 18th and 21st (1955): <br /> <br />~c~ <br /> <br />I!~ <br />~i <br />'i <br /> <br />The Martiroville City Council is considering the adoption of an ordinance <br />regulating the subdivision of land. A Public Hearing will be held by the City <br />Council at 7:30 P.M., Thursday, March 3rd, 1955, in the Cour:cil Chamber, third <br />floor of City Hall on said proposed ordinance regulating the subdivision of land <br />in the City of Martinsville, V:irginia, as authorized by the V:irginia Land <br />Subdivision Act, Article 2, Chapter 23, Code of Virginia, 1950; Requiring and <br />Regulating the Preparation and Presentation of Prel:iminary and Final Plats for <br />such Purpose; Establishing Minimum Subdivision Design Standards; Providing <br />MinimmIl Improvements to Be Made or Guaranteed to Be Made by the Subdivider; <br />Establishing City Policy for the Partial Reimbursement to the Developer for Such <br />Inprovements; Providing Requirements for the Extension of Municipal Water and <br />Sewer Facilities Outside the Corporate Limits; Setting Forth the Procedure to Be <br />Followed by the Planning Commission in Applying These Rules, Regulations and <br />Standards; Making Allowance for Variations in the Regulations Under Certain <br />Conditions; Prescribing Penalties for the Voilation of Its Provisions; Setting <br />Forth Appeals Procedure; and other Related Matters. This notice is published <br />pursuant to Section 15-872, Code of Virginia (1950)~ <br /> <br />Among those responding to Mayor Hodnett's invitation to those present to express <br /> <br />opinions on the proposed subdivision ordinance was Mr. Stafford Whittle, who presented <br /> <br />the following statement on behalf of the Martinsville Real Estate Board: <br /> <br />The Martinsville-Henr,y County Real Estate Board unanimously voted <br />disapproval of the lISuggested Land and Subdivision Re6rulationsll as published by <br />the City of Martinsville. The regulations impose prohibitive cost upon the <br />subdivider, and the Board will submit with least. practicable delay a subdivision <br />proposal acceptable to the Martinsville-Henry County Real Estate Board, the <br />Martinsville-Henry County Bar Association, the local Banking Association, and the <br />Retail W~rchants Association. <br /> <br />T.
