<br />26 <br /> <br />TUESDAY <br /> <br />JULY 27, 1954 <br /> <br />The regular semi-illonthly meeting of the Council of we City of Ma.rtinsville, Virginia, <br /> <br />with Iilayor R. S. Hodnett presidinc;, was held in the Council Cha.mber, City Hall, on <br /> <br />Tuesday, July 27, 195h, at 7:30 P.M., with all members, as follows, being present: <br /> <br />Mayor and Councilman R. S. Hodnett, and Council.'1ler.. C. P. CraiG, D. H. Goode, V{. T. <br /> <br />Turner and J. R. vTalker. <br /> <br />Minutes of the regular Council meeting held July 13, 1954, upon being read, were <br /> <br />approved. <br /> <br />In continuing the discussion of a proposed bus franchise, Council reviewed the legal <br /> <br />requirements prescribed by State statutes as to the granting of such a franchise and <br /> <br />then rescinded its action of July 13, 1954, wherein a proposed franchise was placed <br /> <br />~~ <br />~t <br />i <br /> <br />on first reading, in order that revisions and new franchise drafts might be proper~ <br /> <br />considered and acted upon when prepared. Counc il then received from City Manager <br /> <br />rilathewson a memorandum ili~d a draft of such a proposed franchise vmich, as follows, <br /> <br />more adequately reflec ted Council's wishes as to terms and conditions than the <br /> <br />proposed franchise placed on first reading July 13th: <br /> <br />In my memorandum to you of Ju~ 20, I discussed the advantages and disadvantages <br />of granting an exclusive franchise for the bus operation. In the event the <br />Council felt that the public interest would best be served by granting a franchise, <br />I enclosed an example of the type of franchise I l.'rould recomLlend. The Council <br />has now decided tllat it definitely desires to grant an exclusive franchise. <br />Accordingly, I am enclosing a revision of my July 20th frar~hise incorporating <br />suggestions advanced by some members of Council. I do not consider this to be <br />in final form and, of course, any franchise com idered by Council should be <br />reviewed by the City Attorney for form and legality. <br /> <br />1. A franchise that provides for continuous supervision of the bus system <br />by the City through the City specifying routes, fares, schedules, stops <br />and service and arw changes therein. <br /> <br />2. A franchise that places the responsibility squarely on the shoulders of <br />the bus COD..p<h'1.Y to provide good service at reasonable rates, vvith the City <br />maintaining adequate means for enforcement. <br />
