<br />23 <br /> <br />TUESDAY <br /> <br />~y 25. 1954 <br /> <br />",'-.... <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor R. S. Hodnett presiding, was held in the Council <br /> <br />Chamber, City Hall, on May 25, 1954, at 7:30 P.M., all members, as follows, <br /> <br />being present: Mayor and Councilman R. S. Hodnett, and Councilmen C. P. Craig, <br /> <br />D. H. Goode, W. T. Turner, and J. R. Walker. <br /> <br />Hinutes of the regular meeting held May ll, 1954, upon being read, were <br /> <br />approved. <br /> <br />In accordance with duly-advertised Public Notice, as authorized by the Council <br /> <br />in special meeting of May 7, 1954, Council forthwith conducted a Public HeaFing <br /> <br />on the 1954-55 budget for the City as proposed and recommended by City Iv'J8llager <br /> <br />Hathewson. After receiving some verbal inquiries about certain budget items <br /> <br />~Z- <br />i~ <br />i <br /> <br />and plans from several visitors present, COilllcil placed said proposed budget <br /> <br />on second reading. <br /> <br />Council at this point deferred its regular order of business to hear other <br /> <br />visitors present, viz., officials of local manufacturing industries Whose <br /> <br />counsel, Attorney R. R. YOilllg, presented the following petition requesting <br /> <br />the abolition of the City's gross receipts license tax on local manufacturing <br />plants, mills, and/or processors: <br /> <br />Your Petitioners, hereinafter named, respectfully represent: <br /> <br />1. That they are all manufacturing concerns located wi thin <br />the City of Hs.rtinsville, Virginia. <br /> <br />2. That they are all subject to that gross receipts license <br />tax imposed on manufacturers by the City of Hartinsville, <br />Virginia, on manufacturers, mills and processors located <br />within the City of Martinsville, Virginia, by virtue of <br />Chapter III, Paragraph 5, of the license tax ordinance of <br />the City of Martin~"Ville, Virginia, dated 1949, which reads: <br /> <br />"Every person engaged in, conducting or operating <br />anyone or more of the following businesses in the <br />City of }~rtinsville shall pay for the privilege <br />an armual license tax of $.13 for each one hundred <br />dollars of the gross receipts from the articles <br />manufactured or processed........", etc. <br />
