29 TUESDA Y APRIL 15. 1958 ,- A special meeting of Martinsville City Council was held in the Council Chamber, City Hall, April 15, 1958, at 7:30 P.M., with all members being present as follows: Mayor and Councilman John W. Shultz, presiding; Vice-Mayor and Councilman E. E. Stone; and Councilmen C. C. Donavant, B. H. Hill, and J. R. Walker. The purpose of this meeting, as called by Council during its regular meeting held April 8, 1958, was to consider the study report on local business and occupational license tax structure as submitted by a special connnittee under date of November 12, 1955. After the invocation, City Nanager Hirst briefly reviewed the report of the special conrrnittee, which included a study report prepared by Dr. Jo DeSha Iucas of the University of Chicago law School, showing certain comparative license tax rate schedules designed to yield approximately $224,000.00 in M" III~" ,)~~ 1:2 !l~, business license tax revenue, or an amount equal to the license tax revenue realized for 1954. A copy of Dr. Lucas' report is included as a part of these minutes. (SEE INSERT) In the tax study committee's report, as herein made a part of these minutes, "..-., it was apparent that the committee did not accept the tax consultant's recommendations or basis for developing a rate formula or tax rates. (SEE INSERT) Representatives of local manufacturing industries and their attorney, Mr. R. R. Young, Jr., appeared before Council and requested special consideration on their behalf in the application of local business license taxes. Also appearing before Council were Mr. George S. Nease, supermarket owner, and Mr. Nick Prillaman, the latter speaking on behalf of local laundries.
