<br />29 <br /> <br />TUESDA Y <br /> <br />APRIL 15. 1958 <br /> <br />,- <br /> <br />A special meeting of Martinsville City Council was held in the Council Chamber, <br />City Hall, April 15, 1958, at 7:30 P.M., with all members being present as <br /> <br />follows: Mayor and Councilman John W. Shultz, presiding; Vice-Mayor and <br /> <br />Councilman E. E. Stone; and Councilmen C. C. Donavant, B. H. Hill, and <br /> <br />J. R. Walker. The purpose of this meeting, as called by Council during its <br /> <br />regular meeting held April 8, 1958, was to consider the study report on local <br /> <br />business and occupational license tax structure as submitted by a special <br /> <br />connnittee under date of November 12, 1955. <br /> <br />After the invocation, City Nanager Hirst briefly reviewed the report of the <br /> <br />special conrrnittee, which included a study report prepared by Dr. Jo DeSha <br /> <br />Iucas of the University of Chicago law School, showing certain comparative <br /> <br />license tax rate schedules designed to yield approximately $224,000.00 in <br /> <br />M" <br />III~" <br />,)~~ <br />1:2 <br />!l~, <br /> <br />business license tax revenue, or an amount equal to the license tax revenue <br /> <br />realized for 1954. A copy of Dr. Lucas' report is included as a part of these <br /> <br />minutes. <br /> <br />(SEE INSERT) <br /> <br />In the tax study committee's report, as herein made a part of these minutes, <br /> <br />"..-., <br /> <br />it was apparent that the committee did not accept the tax consultant's <br /> <br />recommendations or basis for developing a rate formula or tax rates. <br /> <br />(SEE INSERT) <br /> <br />Representatives of local manufacturing industries and their attorney, Mr. R. R. <br /> <br />Young, Jr., appeared before Council and requested special consideration on <br /> <br />their behalf in the application of local business license taxes. Also appearing <br /> <br />before Council were Mr. George S. Nease, supermarket owner, and Mr. Nick Prillaman, <br /> <br />the latter speaking on behalf of local laundries. <br /> <br />During discussions which <br /> <br />developed several members of Council suggested that the City enlarge its corporate <br />
