<br />272 <br /> <br />TUESDAY <br /> <br />~~!ty 18, 1958 <br /> <br />A special meeting of Martinsville City Council, as called for by the Council in <br /> <br /> <br />its meeting of February 11, 1958, was held in the CO'U...'1cilChamber, City Hall, <br /> <br /> <br />~~esday, February 18, 1958, at 7:30 P.M., for the purposes as stated on the <br /> <br /> <br />agenda--covering the items described in the following minutes--wi th all members <br /> <br /> <br />being present, as follows: Mayor and Councilman John W. Shultz; Vice-Mayor and <br /> <br /> <br />Councilman E. E. stone; and Councilmen C. C. Donavant, B. H. Hill, and J. R. <br /> <br /> <br />Walker. <br /> <br />After considering the petition su1:mitted February 11, 1958 by Attorney Robert H. <br />lI..ay, requesting the amending of Section 10-27 of the City Code (1956), and after <br />reviewing proposed amendments prepared by Attorney May and Cormnonwealthls Attorney <br />John J. Hartley, Council deferred action on the petition pending the preparation <br />of another draft of an amendment for presentation at Council's next meeting. <br /> <br />The 1958 Board of Assessors (Messrs. Whitney Shumate and R. A. Henderson, Jr.), <br /> <br /> <br />in response to their inquiry regarding the 1958 reappraisal and reassessroont of <br /> <br /> <br />local taxable real estate, were advised by Council to appraise such property at <br /> <br /> <br />what they considered to be the fair market value thereof. Council then ordered <br /> <br /> <br />that the assessment (ratio) be fifty per cent (50%) of the appraised value. <br /> <br />By official notice the State Water Control Board informed the Council of a public <br /> <br />hearing to be conducted by the Board in Richmond, Virginia, at 10:45 A.M. on <br /> <br />March 18, 1958, for the purpose of determining if a special order shall be <br /> <br />directed to the City of Vlartinsville regarding local stream pollution and abatement. <br /> <br />lUl1oY1..g the suggested proposals Council might present to the Water Control Board to <br /> <br />finance phases of the Cityls sewerage system improvenent program were: <br />
