<br />174 <br /> <br />THURS DAY <br /> <br />JUNE 27, 1957 <br /> <br />As ordered by City Council during meeting of Jure 25, 1957, a special meeting of <br /> <br />Martinsville City Council, with Mayor John W. Shultz presiding, was held in the <br /> <br />Council Chamber, City Hall, on Thursday, June 27,1957, at 7:30 P.M., for the <br /> <br />purpose of further considering the State Water Control Board's ruling relayed to <br /> <br />Council by letter of June lit, 1957, the City's proposed sewerage system improvement <br /> <br />program, and such other matters as might come beford Council. Present were: Mayor <br /> <br />and Councilman John W. Shultz; Vice-Mayor and Councilman E. E. Stone; and Councilman <br /> <br />B. H. Hill and J. R. Walker. CouncilJnan Clarence C. Donavant was absent. <br /> <br />After a general discussion of the five-year sewerage system improvement program <br /> <br /> <br />previously considered b:'r Council and the priority to be given the various phases of <br /> <br /> <br />the program, Council was cautioned by City Manager Hirst agaimt the impression that <br /> <br /> <br />all present City sewer lines and facilities are adequate. In addition, Council <br /> <br /> <br />heard from Mr. Harry Tuggle and Mr. D. B. McCullough who indicated support of the <br /> <br /> <br />proposed program, Mr. Tuggle indicating also his support of the Water Control Board <br /> <br /> <br />in its efforts to force abatement of stream pollution. All members of Council, as <br /> <br /> <br />heretofore expressed, agreed that the system improvements are sorely needed and <br /> <br />acknowledged that the improvements are a "must"; however, during a discussion of <br /> <br /> <br />whether to hold a bond referendum on the question of issuing sewer revenue bonds to <br /> <br /> <br />finance all or part of the program, Councilman Walker went on record as advising <br /> <br /> <br />against the holding of a bond referendum because, among several reasons, of increasingly <br /> <br /> <br />high interest rates being demnded by investors, as evidenced by bids being received <br /> <br /> <br />and rejected by marv other municipalities. Councilman Walker stated, further, that <br /> <br /> <br />his concern and. convictions are shared by many local citizens; nevertheless, in <br /> <br /> <br />support of other IIBmbers of Council, he voted "Yeslt along with the other Councilman <br /> <br /> <br />present on Councilman Hill's motion, seconded by Councilman Stone, to submit to the <br />
