<br />L38 <br /> <br />TUESDAY <br /> <br />APRIL 23, 1957 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br /> <br />with Vice-Mayor John Vf. Shultz presiding in the absence of Mayor F. V. Woodson, was <br /> <br /> <br />held in the Council Chamber, City Hall, on Tuesday, April 23, 1957, at 7:30 P.M., with <br /> <br /> <br />the following roombers present: Vice-Mayor and Councilman John W. Shultz; and Council- <br /> <br /> <br />men B. H. Hill, E. E. Stone, and J. R. Walker. <br /> <br />After the invocation, Council approved as read the minutes of its regular meeting <br />held April 9, 1957. <br /> <br />By letter dated April 15, 1957 1IT. C. T. Williams, Jr., President of Southwestern <br /> <br />Virginia Gas Company, declined Council's April 9th conditional invitation to appear <br /> <br /> <br />before Council during the meeting covered by these minutes, in connection with the <br /> <br /> <br />gas compaqy1s request for extension of their franchise. In a discussion which <br /> <br />followed, relating to the operation of gas utility systems, Vice-Mayor Shultz and <br /> <br /> <br />City Manager Hirst reported on their recent visit to the City of Danville which <br /> <br /> <br />operates its municipally-owned gas system along with it,s electric and water utility <br /> <br /> <br />systems, stating that the City of Danville realizes a very nice profit from the <br /> <br /> <br />operation of its gas system. Further relating to this subject, Council authorized <br /> <br /> <br />the employing of a consultant to conduct a survey of the exi.sting gas system in <br /> <br /> <br />Martinsville and to report tr.creon in order that the Council might have facts and <br /> <br /> <br />infol~ation before it to use as a basis for formulating future plans with respect <br /> <br /> <br />to the operation and maintaining of a gas utility system in Martinsville. <br /> <br />Upon motion by Councilman Hill, seconded by Councilman Stone, and by a recorded <br /> <br />vote, Council unanimously adopted the school bond ordinance, as placed on first <br /> <br />reading March 18, 1957, as follows, and also instructed City Attorney Stone to <br /> <br />
