<br />LOS <br /> <br />FRIDAY <br /> <br />FEBRUARY 15. 1957 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, regularly scheduled for Tuesday, February 12, 1957 but adjourned <br />to this date because of the lack of a quorwn-Mayor Woodson, Vice-Mayor <br />Shultz, and Councilman Walker being ill-was held in the Council Chamber, <br />City Hall, on Friday, February 15, 1957, at 7:30 P.M., the tollowing members <br />being present: Vice-Mayor John W. Shultz; and Councilmen B. H. Hill and <br />E. E. stone. <br /> <br />After the invocation, Council approved as read the minutes of its regular <br />meeting held January 22, 1957 and of its special meeting held January <br />2f), 1957. <br /> <br />Vice-Mayor Shultz, presiding, acknowledged the presence of several Boy Scouts <br />in celebration of Boy Scout Week. <br /> <br />City Manager Hirst reviewed with Council existing local ordinances pertaining <br />to the keeping of livestock within the corporate limits as well as those <br />ordinances pertaining to dogs within the corporate limits. In connection <br />with the latter subject, Council suggested that the Manager conduct a study <br />of the methods and estimated cost of operating a dog pound, including <br />recommended enforcement procedures which might be established by ordinance. <br /> <br />Pursuant to Counci1ts January 29th request that a water rate study be made <br /> <br /> <br />for Council's consideration in conjunction with the proposed sewerage system <br /> <br />improvements, City Manager Hirst reported that such a study is under way <br /> <br />and, as a result of the study to date, certain questions of policy have <br /> <br /> <br />developed, viz., to meet the financial requirements set forth recently by <br /> <br />Wiley & Wilson, Consulting Engineers, a decision must be reached as to <br />
