Frank Wilson presiding, 1.J'as held in the Council <br /> <br /> <br />Char:J.ber, City Hall, Tuesday, February 27, 1962, at 7:15 P.H., all members <br /> <br /> <br />being present, viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick; <br /> <br /> <br />Thomas J. Burch; E. E. Stone; and Harry L. Boaz. <br /> <br />After the invocation Council approved as read the minutes of its regular <br /> <br />meeting held February 13, 1962. <br /> <br />Upon recommendation of City V.anager Hirst, Council deferred final action <br /> <br />on the locaJ_ Public Welfare Department '8 budget requests for the fiscal <br /> <br /> <br />year endbg June 30, 1963, City Hanager Hirst i.ndj cati::1f; that the State <br /> <br />Department of Welfare & Institutions has requested that proposed local <br /> <br />welfare budgets be submitted to the State Department for preliminary <br /> <br /> <br />consideration prior to final action by the local governing body. <br /> <br />Council unanimously ratified the action taken by a quoruln of Council in <br /> <br /> <br />Richtllond, Virginia, February 21, 1962, in accepting the bid of J. C. i-lheat <br /> <br /> <br />& Company, of Richmond, Virginia, for the purchase of $1,300,000 City of <br /> <br /> <br />Martinsville Sewer Bonds, Series A. Bids received that date, through the <br /> <br /> <br />State Commission on Local Debt and at its office in Richmond, Virginia, <br /> <br />1.J'ere as follows: <br />
