<br />~06 <br /> <br />MONDA Y <br /> <br />SEPrEl1BER 12. 1960 <br /> <br />A special meeting of the Council of the City of Martinsville, Virginia, duly <br /> <br />called pursuant to the requirements of Section 5 of Chapter 2 of the City <br /> <br />Charter, was held in the Council Chamber, City Hall, Monday, September 12, <br /> <br /> <br />1960, for the stated purpose of reviewing and considering and/or acting <br /> <br />upon the bids received September 1, 1960 for the construction of certain <br /> <br />sewer lines. All members of Council were present, viz., Mayor-Councilman <br /> <br />J. Frank Wilson, who presided; Vice-~ayor and Councilman Fred T. Renick; <br /> <br />and Councilmen Thomas J. Burch, E. E. Stone, and Harry L. Boaz. <br /> <br />After the invocation, City Manager Hirst presented a summary of the bids <br /> <br />received from the eleven contractors who submitted bids on (a) the Chatham <br /> <br />Heights project and (b) the Smith Road project, consisting of the following <br /> <br />pipe-footage requirements: <br /> <br />43,597 feet of 8-inch pipe; <br />1,552 feet of 10-inch pipe; <br />3,127 feet of 12-inch pipe; and <br />157 feet of 15-inch pipe. <br /> <br />48,433 feet total, or 9.1 miles. <br /> <br />In reviewing these bids, City Manager Hirst pointed out t~at proposals specified <br /> <br />concrete pipe, or vitrefied clay oipe, or cement-asbestos pipe and, further, <br /> <br />on the basis of the bids received he recommended the usage of vitrefied clay <br /> <br />pipe for these two projects. It being determined that the firm of Prillaman & <br /> <br />Pace, associated with J. V. Richardson, all of Martinsville, was tne low bidder-- <br /> <br />and although Wiley & Wilson, Consulting Engineers, in their audit apnraisal, <br /> <br />reluctantly recommended the awarding of the contract to Prillaman & Pace, stating <br /> <br />their reluctance stemmed from the lack of experience in this type of work by <br /> <br />Prillaman & Pace as well as from the question of financial ability--Council, <br /> <br />upon motion, duly seconded and unanimously carried, accepted the total bid of <br /> <br />$197,786.00 submitted by Prillaman & Pace (and J. V. Richardson) for the two <br />
