<br />l' <br /> <br />TUESDAY <br /> <br />JUNE 21, 1960 <br /> <br />In accordance with duly-advertised public notice, a special meeting of the Council of the <br /> <br />City of Martinsville, Virginia, was held Tuesday, June 21, 1960, at 7:15 P.M., in the <br /> <br />Council Chamber, for the purpose of considerir:g--and hearing from any citizen thereon-- <br /> <br />City Manager Hirst's proposed City Budget for the .fiscal year ending June 30, 1961. All <br /> <br />members of Council were present, viz., Mayor John W. Shultz; Vice-Mayor E. E. Stone; Thomas J. <br /> <br />.- <br /> <br />Bur.chj Clarence C. Donavant; and J. Frank Wilson.. By unanimous agreement, other items of <br /> <br /> <br />business herein covered by these minutes were considered and/or acted upon as indicated. <br /> <br />City Manager Hirst commented on various phases of the budget, inclUding revisions to his <br /> <br />proposed budget made at the direction of Council, inclUding adjustments to proposed appropriations <br /> <br />so as not to require any changes in the current property tax rates and yet provide a balanced <br /> <br />budget. Courx:il then received the following statemnt from School Superintendent ll. L. Carper <br /> <br />which Mr. Carper requested be recorded in these minutes: <br /> <br />It is still the prerogative of each community to make marw of its own decisions <br />with respect to health, welfare, safety, and education. How long a comnnmiV keeps <br />this prerogative depends upon how well it does its job. The urgency of national <br />security requires that the leaders in each community look beyond its own borders. <br />The mobility of people, the competition forjobs, am the urgency of citizenship <br />preparation place upon the shoulders of all of us tremendous responsibility. The <br />conflict between personal economic security and national survival security is upon <br />us. Our answers locally have far more Significance now than ever before. Whether <br />we retain local independence and initiative will be determined in canmunities and <br />in meetings such as this allover our country. The urgency is such that if the <br />connnunities do not provide for national reeds the federal government will move in <br />and 'do it for us. <br /> <br />A recent manpower commission report indicates that by 1975 the nature of the <br />jobs created in this country will demand that every individual be trained up to or even <br />beyond (if this is possible), the limits of his ability if we are to man effectively the <br />jobs we have created. <br /> <br />If we are to retain and improve our democracy we must have a c i tizemhip that <br />rises above selfish individual and small pressure group interests in making decisions <br />that affect the welfare of the whole. <br /> <br />I have devoted Il\V life to the study of manldnd, his thoughts and motivations, his <br />decisions, his successes and his failures. His dest~ depends upon the choices he <br />makes or those choices made for him.
