<br />c: <br />It.. <br /> <br />TUESDAY <br /> <br />JUNE 30. 1959 <br /> <br />,,- <br /> <br />A special and duly-advertised meeting of the Council of the City of Martinsv.ille, <br />Virginia, with M3.yor John W. Shultz presiding, was held Tuesdq, June 30, 1959, <br />at 6:30 P.M., in the Council Chamber, City Hall, for the purpose of conducting a <br /> <br />public hearing on a proposed budget for the City of M3.rtinsville for the period <br /> <br />begi.."1l1:l.ng July 1, 1959, and for the purpose of considering sueh other business <br /> <br />,,- <br /> <br />as might properly be brought before Council. All members of Council were present, <br />viz., M3.yor and Councilman John W. Shultz; Vice-Mayor and Councilman E. E. stone; <br />and Councilmen Thoms, J. Burch and Clarence C. Donavant. <br /> <br />After the invocation, Council agreed to consider first the bids received at the <br /> <br />June 24th public auction for the timber on both the "Poorhouse Farm" and Smith <br /> <br />Iake tracts of land owned by the City. Council unanimously accepted the high <br />bids submitted as follows: <br /> <br />"Poorhouse Farm" . <br /> <br />. . . <br /> <br />. . . . <br /> <br />$15,550.00 . . <br />5,100.00 . <br /> <br />. . <br /> <br />. . . Baptist <br /> <br />,,- <br /> <br />Council, next, convened a public hearing on the proposed City budget for the period <br />beginning July 1, 1959, as presented to Council on June 16, 1959, by City l<Bnager <br />Hirst. Mr. John Redd Smith inquired into several items mentioned in City Mmager <br /> <br />Hirst's budget message, pertaining to the City's electric utility, after which <br />Mr. Smith suggested that study be made as to the efficiency of the electric utility <br /> <br />operation under city management, suggesting that it might be better if the City <br /> <br />dispose of the electric utility by sale to a privately-operated utility. Council <br />then received the following ~itten statement from City Manager Hirst reflecting <br /> <br />Council's wishes and directive informally expressed since the Manager presented his <br />recanmended budget on June 16th: <br /> <br />1959-60 Budget <br /> <br />Council Revisions: <br /> <br />Tax rate redueed to $1.85 on real and public service eorporations. <br />
