<br />~72 <br /> <br />FRIDAY <br /> <br />MARCH 5, 1965 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held Friday, March 5, <br /> <br />1965, beginning at 4:00 P.M., in the Council Chamber, City Hall, for the <br /> <br />purpose of receiving presentations for and against the proposed establishing <br /> <br />of a Community Antenna Television system in the City of Martinsville. <br /> <br />Members of Council present were: Mayor J. Frank Wilson; Harry L. Boaz; <br /> <br />Thomas J. Burch; a~d E. E. stone. Vice-Mayor Fred T. Renick, M.D., the only other <br /> <br />" <br />member, was absent because of illness. <br /> <br />After the invocation, Mayor Wilson stated the purpose of this special <br /> <br />meeting and invited comments from interested persons present. First to <br /> <br />address the Council was Mr. F. O. Carver, Jr., Director of Public Helations <br /> <br />for Radio--TV Station WSJS, Winston-Salem, North Carolina, who presented a <br /> <br />prepared statement citing the areas of concern or questions yet to be resolved <br /> <br />pertaining to CATV systems and their operation. Next was Mr. William Lawless, <br /> <br />operator of Skywaves TV in Martinsville and representing the Virginia Electronics <br /> <br />Association of Martinsville & Henry County, who cited objections to the granting <br /> <br />of a CATV franchise by the City. Then, Mr. Charles A. Womack, of Danville, <br /> <br />Virginia, who stressed the "pros!! and l1consl1 of CATV and the need for adequate <br /> <br />controls and regulatory measures for such system operations. All of these <br /> <br />persons m'ged Council to delay granting of any CATV franchise for at least a <br /> <br />year, pending anticipated assumption of control and jurisdiction by the <br /> <br />Federal Communications Commission over CATV operations. <br /> <br />Also present was Mr. C. Harry Anglin, of Martinsville, who applied to the <br /> <br />Council on both February 9, 1965, and February 23, 1965, for a franchise <br /> <br />permitting him to construct and operate a CATV system in the City of <br /> <br />Martinsvil1e. <br />
