<br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia,
<br />
<br />with Mayor J. Frank Wilson presiding, was held in the Council Chamber, City Hall,
<br />
<br />Tuesday, Septernber 8, 1964, beginning at 7:30 P.M., all members of Council being
<br />
<br />present, viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick, M.D.; Thomas J.
<br />
<br />Burch; Harry L. Boaz; and E. E. Stone.

<br />After the invocation, Council approved as recorded the minutes of its regular meeting
<br />
<br />held August 25, 1964, and of its special organizational meeting held September 1, 1964.
<br />
<br />After the reading of the bond referendum ordinance, as introduced and placed on first
<br />
<br />reading July 28, 1964, and as amended and revised in accordance with the advice of
<br />
<br />the City's bond attorneys, upon motion, duly seconded, Council unanimously adopted
<br />
<br />said ordinance, as follows:

<br />AN ORDINANCE AUTHORIZING THE ISSUANCE OF TWO MILLION FIVE HUNDRED THOUSAl'JD
<br />($2,500,000) DOLLARS OF BONDS OF THE CITY OF MARTINSVILLE TO FINANCE THE
<br />COST TO BUILD AND CONSTRUCT NEW MUNICIPAL BUILDING OR BUILDINGS, FURNISH
<br />AND EQUIP SUCH BUILDINGS, AND GRADE AND IMPROVE THE LANDS INCIDENTAL THERETO;
<br />TO BUILD AND CONSTRUCT A NEW FIRE STATION OR STATIONS, FUfu'JISH AND EQUIP
<br />SUCH STATION, AND GRADE AND IMPROVE THE LANDS INCIDENTAL THERETO; TO BUILD
<br />AND CONSTRUCT A JAIL OR PRISONER DETENTION FACILITIES, AND FUR~ISH AND EQUIP
<br />SUCH JAIL OR FACILITIES, OR TO BUILD AND CONSTRUCT, JOINTLY ITJ.ITH ONE OR MORE
<br />OTHER GOVERNMENTAL UNITS, PRISONER DETENTION FACILITIES; AND FURNISH AND
<br />EQUIP 'SUCH FACILITIES; TO PLAN, CONSTRUCT, RECONSTRUCT, WIDEN, EXTEND AND
<br />RELOCATE CERTAIN STREETS AND THOROUGHFARES IN AND AROUND THE CITY OF
<br />MARTINSVILLE, EITHER BY THE CITY OR IN PARTICIPATION WITH ONE OR MORE
<br />OTHER GOVERNMENTAL AGENCIES, INCLUDING TO PLAN AND CONSTRUCT OR RECONSTRUCT
<br />DRAINAGE FACILITIES, BRIDGE5 AND UTILITY LINES AS MAY BE NECESSARY TO SUCH
<br />STREETS AND THOROUGHFARES; AND, TO ACQUIRE OR LEASE LANDS, RIGHTS-OF-WAY OR
<br />EASEMENTS AS MAY BE NECESSARY TO ALL THE PRECEDING PURPOSES.

<br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, as
<br />follows:
<br />
<br />SECTION I. The Council of the City of Martinsville has ascertained and
<br />hereby determines that it is expedient that said City shall borrow money
<br />and contract indebtedness and issue its bonds, as hereinafter provided, to
<br />finance the cost to build and construct new municipal building or
<br />buildings, furnish and equip such buildings, and grade and improve the
<br />lands incidental thereto; to build and construct a new fire station or
<br />stations, furnish and equip such station, and grade and improve the lands
