<br />2' <br /> <br />TUESDAY <br /> <br />JUNE 1 6. 1964 <br /> <br />A special, duly advertised, and duly-called meeting of the Council of the City of <br /> <br /> <br />Martinsville, Virginia, with Mayor J. Frank Wilson presiding, was held in the Council <br /> <br /> <br />Chamber, City Hall, Tuesday, June 16, 1964, beginning at 7:30 P.M., all members of <br /> <br /> <br />Council being present, viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick, M. D.; <br /> <br />Harry L. Boaz; Thomas J. Burch; and E. E. Stone. <br /> <br />..-- <br /> <br />After the invocation, Mayor Wilson stated the purpose of this meeting, being two-fold, <br /> <br />as follows: <br /> <br />(1) to conduct a public hearing, as required by law, on a proposed City Budget <br /> <br />for the year ending June 30, 1965; and <br /> <br />(2) to :nevie'''!, consider, and to take such action as might be deemed appropriate <br /> <br />on bids received June 2, 1964, for the construction of a portion of the <br /> <br />Smith River Sewer Outfall line and a completing section of the Mulberry <br /> <br />Creek Interceptor sewer line. <br /> <br />....c._. <br /> <br />In connection with the proposed budget, Mr. R. Melvin Wells, of 302 Burry Court, <br /> <br />and other ovmers of property on Burry Court, appeared before Council with the <br /> <br /> <br />appeal that curb-and-gutter construction (for some 500 feet) along Surry Court be <br /> <br />authorized in the forthcoming budget construction schedule, the petition for this <br /> <br />1,{ork having been filed in 1962 and renewed in 1963. Although curb-and-gutter <br /> <br /> <br />projects--for which petitions are on file--have not been viewed or selected for the <br /> <br />1964-65 budget year, Council indicated that the Surry Court project would be <br /> <br />included in the authorized work schedule. Council then continued the proposed <br /> <br />1964-65 budget for further study. <br /> <br />City Manager Hirst reviewed the bids received June 2, 1964, for the construction <br /> <br />of sewer lines mentioned in the stated purpose of this meeting and, with Mr. <br /> <br />Garland Page, of Wiley & Wilson, Consulting Engineers, who presided at the opening <br />
