<br />2J <br /> <br />TUESDAY <br /> <br />APRIL 28, 1964 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, April 28, <br /> <br /> <br />1964, beginning at 7:30 P. M., in the Council Chamber, City Hall, with all <br /> <br /> <br />memb~s being present, viz., Mayor J. Frank Wilson; Vice-Mayor Fred T. Renick, <br /> <br />l-'l. D.; Harry L. Boaz; Thomas J. Burch; and E. E. Stone. <br /> <br />- <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held April 14, 1964. <br /> <br />- <br /> <br />Attorney Douglas K. Frith, on behalf of PrillaIMn & Pace, Inc., appeared before <br /> <br />Council and renewed his client's request preE3ented February 11, 1964, wherein <br /> <br />business license tax relief was (and is being) sought for local contractors, <br /> <br />either in the form of a reduction of the license tax rate or by exempting-- <br /> <br />from gross receipts subject to licen:3e taxation--that business or service <br /> <br />performed oLtside the corporate limits. Council indicated that if any relief is <br /> <br />forthcoming in the near future such relief would be retroactive to May 1, 1964, the <br /> <br />beginning of the new license tax year; meanwhile, Council directed Commissioner of <br /> <br />the Revenue J. David Morris to conduct a study of the tax effect, both current <br /> <br />and far-reaching, the exclusion from gross receipts of services performed outside <br /> <br />the corporate limits would have upon the City. <br /> <br />- <br /> <br />Following its customary practice of alternating between the Auditor of Public Accounts <br /> <br />of the Commonwealth of Virgini.a and a private accounting firm (on a one-year--three-year <br /> <br />basis, respectively) for the conduct of the City's required annual audits, Council <br /> <br />unanimously requested the firlll of William Z. Ford, CPA, to conduct the City's audit <br /> <br />for the year ending June 30, 1964, completing three years in succession that this firm <br /> <br />will have conducted the audit. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />ordinances amending and/or revising the City's Traffic Code (i.e., Motor Vehicles and <br />
