<br />1f <br /> <br />MONDAY <br /> <br />NOVEMBER 18, 1963 <br /> <br />.- <br /> <br />A specia1 duly-called, and duly-advertised meeting of the Council of the City <br /> <br />of Martinsville, Virginia, with Mayor J. Frank Wilson presiding, was held Monday, <br /> <br />November 18, 1963~ beginning at 7:30 P. M., in the Patrick Henry Elementary <br /> <br />School auditorium, as a duly-advertised public hearing on a proposed new <br /> <br /> <br />Zoning Code and Zoning Map for the City of Martinsville, prepared and <br /> <br />recommended by the Planning Commission and tentatively placed on first reading <br /> <br /> <br />by Council at its meeting held October 22, 1963. All members of Council, with <br /> <br />the exception of Councilman Thomas J. Burch, were present, viz., Mayor J. Frank <br /> <br />Wilson; Vice-Mayor Fred T. Renick, M.D.; Harry L. Boaz; and E. E. Stone. <br /> <br />After the invocation, Mayor Wilson stated the purpose of the meeting and, also, <br /> <br />expressed Council's appreciation of the time and effort put into the study and <br /> <br />preparation of the proposed Zoning Code by the Planning Commission. <br /> <br />Of the sixty-to-seventy persons present, twenty-four were represented by Messrs. <br /> <br />W. R. Broaddus, Jr., and W. R. Broaddus, III, of the law firm of Broaddus, Epperly, <br /> <br />and Broaddus, who requested that a petition filed with Council at its public hearing <br /> <br />held several years ago (on the new Zoning Code proposed at the time) be continued <br /> <br /> <br />and assumed as filed at this proceeding and that a pamphlet by which the City <br /> <br /> <br />offered property along Memorial Boulevard for sale at public auction on June 9, <br /> <br /> <br />1956, be marked as an exhibit for purposes of the hearing and any succeeding <br /> <br />hearings and deliberations. Special emphasis was given by Counsel for the <br /> <br />petitioners to the non-conforming status that would be imposed upon many properties <br /> <br />along Memorial Boulevard should the proposed code be adopted as presented, i.e., <br /> <br />business firms now operating along this street--if the properties were damaged a <br /> <br />certain percentage by fire, etc.,--would not be permitted to repair the damage and, <br /> <br />thus, would be prohibited from continuing in business at their present locations. <br /> <br />Examples given, or business firms cited, as being in this category were: Martinsville <br /> <br />Machine Works; Moorefield's Cleaners & Laundry; and property owned by Mr. F. B. Hill. <br />
