1~ TUESD~: Am II, 23. 1 963 -- The regular semi-monthly meeting of the Council 0: the City of MartinsYille, Virginia, Hith MayOI' J. Frank 'Vlilson presiding, i..raS held in the Council Chamber, City Hall, Tuesday, April 23, 1963, beginning at 7:30 P.M., ~_l members of Council being present, viz., I1ayor J. Frank Wilson; Dr. Fred T. Renick; Hc'l.1'ry L. Boaz; Thomas J. Burch; and E. E. Stone. ,- After the invocation, Council anproved as recorded the minutes of its regular meeting held April 9, 1963. A proposal--rc commended Anril 9th by Revenue Commissioner J. David Morris--to amend the City's Business & Occupational License Tax Ordinance by re-defining the term "Contractors" was continued to Council's next meeting. Upon being advised that the Ht. Zion A.:H.E. Church has paid the required license ta~ of $750.00 imposed upon a carnival operation recently sponsored by the church, and in keeping wi th Council's indication of February 12, 196.3, when the church sought exoneration of this license tax, COUI1C:U directed that a refund of the license tax of $750.GO (paid) be made to the church. ~ - NI'. CarhlI'ight and other members of a special citizens committee appointed by Council April 9, 1063, to study recreation facility needs, armeared before Council and presented their recommendations regardinc' additional outdoor recren,ti on f,J.cilit-tesi{hich i-lere estimated to cost between tt3,C)OO.00 and ~33, 500.GO; tvhereupon motion, duly seconded, Council unanimously (and by a recorded vote) appropriated the sum of $3,500.00 to the capital outlay portion of the Recro:!<tion Dopartmcmt's cu:r-rent budget, which apDropr iation t,ras dire cted made from proceeds (surplus) from the sale of the Northside Playground property.
