<br />3i <br /> <br />TUESDAY <br /> <br />JANUARY 28. 1969 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />with Mayor F. T. Renick, M.D., presiding, was held Tuesday, January 28, <br /> <br />1969, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., Mayor F. T. Renick, M.D.; Francis T. West, Vice-Mayor; <br /> <br />Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />,- <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held January 14, 1969. <br /> <br />In tentative acceptance of the Planning Commission's report and recommendation, <br /> <br />Council called for a duly-advertised public hearing--to be conducted at Council's <br /> <br />forthcoming February 25th meeting--on a petition submitted by Mr. Lawrence N. <br /> <br />Rorrer (see minutes of meeting held November 26, 1968), requesting the rezoning <br /> <br />of his property located at 413 East Church Street to a "P_2 ProfessionaP <br /> <br />classification. In connection with the procedures followed by the Planning <br /> <br />Comrrlission in its deliberations upon this matter, Mr. Ralph E. Keys, of 411 East <br /> <br />Church Street, registered his protest and objections against said procedures, <br /> <br />alleging that the Commission had arrived at its final decision and recommendation <br /> <br />in a non-public meeting; however, it was noted that Mr. Keys had the benefit-- <br /> <br />and exercised his privilege--of attending a duly-advertised public hearing <br /> <br />conducted by the Commission and, also, could have been present at the Commission's <br /> <br />subsequent luncheon meeting when it arrived at its decision. <br /> <br />In unanimously accepting the following report and recommendation of the Planning <br /> <br />Commission, Council denied the petition of LaMar Dean Outdoor Advertising Company <br /> <br />of North Carolina, Inc., as presented by its counsel, Mr. John D. Epperly, Attorney <br /> <br />at Law, under date of October 21, 1968, seeking certain changes in the Land Use <br />Regulations (Zoning cr.dinance) of the City: <br />
