<br />2B <br /> <br />TUESDAY <br /> <br />NOVEMBER 28, 1967 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, <br /> <br />November 28,1967, in the Council Chamber, City Hall, beginning at 7:30 P.M., <br /> <br />all members being present, viz., Mayor F. T. Renick, M.D.; Vice-Mayor E. E. <br /> <br />Stone; Harry L. Boaz; W. Donald Hartford; and Francis T. West. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held November 14, 1967. <br /> <br />Upon being informed that the State Water Control Board and the Federal <br /> <br />Government have approved the sewer line projects and the lowest bids therefor, <br /> <br /> <br />as described in Council's minutes of meeting of October 24, 1967 (being Smith <br /> <br /> <br />River Interceptor from S7-9 to J-15 and Jones Creek Interceptor from J-15 to <br /> <br /> <br />J-72), Council formally awarded the contract therefor to Prillaman & Pace, InC. <br /> <br />In response to inquiry, COllilcil deferred action on the recently-suggested <br /> <br />proposal that a "standby" or service charge, based on fire-protective sprinklers, <br /> <br />be imposed on outside business firms being supplied water by the City. <br /> <br />The Honorable Frank 1. Richardson, Jr., Judge of the City's Corporation Court, <br /> <br />and City Commonwealth's Attorney John J. Hartley appeared before Council and <br /> <br />recommended the establishing of a "Joint Regional Juvenile & Domestic Relations <br /> <br />Court", as provided for by Section 16.1-143.1 of the CODE OF VIRGINIA (1950, <br /> <br /> <br />and as amended), to serve the County of Patrick, the County of Henry, and the <br /> <br />City of Martinsville. Judge Richardson informed Council that such a court may <br /> <br />be established upon request of the jurisdictional governing bodies, with approval <br /> <br />of the judges of the respective courts-of-record, and that the proposal already <br /> <br />carries the endorsement of both the Patrick County Board of Supervisors and the <br /> <br />Henry County Board of Supervisors as well as the approval of the respective judges, <br />plus the support of the area bar associations; whereupon, Council unanimously <br />
