<br />2B,{ <br /> <br />TUESDAY <br /> <br />NOVEMBER 14, 1967 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, November <br /> <br />14, 1967, in the Council Chamber, City Hall, beginning at 7:30 P.M., all members <br /> <br />being present, viz., Mayor F. T. Renick, M.D.; Vice-Mayor E. E. Stone; Harry L. <br /> <br />Boaz; W. Donald Hartford; and Francis T. West. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held October 24, 1967, and of its special meeting held November 9, 1967. <br /> <br />Under date of November 1, 1967, and pursuant to recent request of the City, the <br /> <br />firm of Wiley & Wilson, Consulting Engineers, presented a report entitled, "Interim <br /> <br />Report on the Industrial Park Water Supply", which included an economic analysis of <br /> <br />the City's Industrial Park predicated upon full development of the Park under the <br /> <br />following three alternatives: <br /> <br />(1) No Improvement, assuming that the City will sell two-thirds of its land <br /> <br />in the Park and that said two-thirds will be served by the City's <br /> <br />existing water and sewer facilities; <br /> <br />(2) That the City will extend and expand its water and sewer facilities but <br /> <br />without incorporating the area into the City; and <br /> <br />(3) That the City will not only extend and expand its water and sewer <br /> <br />facilities but will also incorporate the area into the City. <br /> <br />The report also contained a section comparing the means and cost of the three most <br /> <br />feasible methods by which the City might provide adequate treated water supply to <br /> <br />the Park for fire protection and/or increased demand and consumption. The con- <br /> <br />clusions set for~h by the engineers, but without specific recommendations thereon <br /> <br />because these would involve policy decisions by Council, were: <br /> <br />(1) Annex the industrial park area and expand the City water system as <br />required. If the remaining area is developed as expected, a substantial <br />amount will be added to the City1s ad valorem tax valuation; and present <br />
