<br />) () '\ <br />~i \ I ( .' <br /> <br />TUESDAY <br /> <br />SEPTEMBER 12. 1967 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, September <br /> <br />12, 1967, beginning at 7:30 P.M., in the Council Chamber, City Hall, the <br /> <br />following members being present: Mayor F. T. Renick, M.D.; Vice-Mayor E. E. <br /> <br />Stone; Harry L. Boaz; and Francis T. West. Councilman W. D. Hartford was the <br /> <br />only member absent (being out of town) . <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held August 22, 1967. <br /> <br />Council acknowledged the presence of, and extended a warm welcome to, Mr. T. <br /> <br />Ellis Hodgin, who became Librarian of Martinsville Memorial Public Library on <br /> <br />September 11, 1967, as an appointee of City Manager Noland. <br /> <br />By writter report dated September 1, 1967, a duly-constituted Board of Viewers <br /> <br />(composed of Messrs. Thomas J. Burch, J. E. Jones, and O. B. Hensley), appointed <br /> <br />August 22, 1967 to perform the prescribed duties in connection with the <br /> <br />Richardson-Wyatt petition to close a portion of Burl Street (unopened), informed <br /> <br />Council that said Board has viewed the property petitioned to be closed and, <br /> <br />further, that in the Board's opinion no inconvenience will result to anyone <br /> <br />from the abandoning and closing of this portion of Burl Street. Council, there- <br /> <br />upon, unanimously accepted the Viewers' report and findings; however, and <br /> <br />subsequently, upon the appearance later in this meeting of Mr. Willi&~ B. Muse, <br /> <br />who claimed that as a property owner affected thereby he had not been notified <br /> <br />of these proceedings in accordance with requirements (by Section 15.1-364 of <br /> <br />the CODE OF' VIRGINIA, 1950, and as amended), Council delayed further action <br /> <br />on this matter, pending compliance with statutes and pertinent regulations as <br />
