<br />r""n <br />i "0 <br />! ~ <br /> <br />TUESDAY <br /> <br />JUNE 1 3, 1 967 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Fred T. Renick, M.D., presiding, was held Tuesday, <br /> <br />June 13, 1967, in the Council Chamber, City Hall, beginning at 7:30 P.M., <br /> <br />all members being present, viz., Dr. Fred T. Renick, Mayor; Mr. E. E. Stone, <br /> <br />Vice-Mayor; Mr. Harry L. Boaz; Mr. W. Donald Hartford; and Mr. Francis T. West. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held May 23, 1967. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on the proposed 1967-68 City Budget, as introduced May 9, 1967, and on such <br /> <br />revisions thereto by Council as have publicly been indicated since the <br /> <br />introduction of the proposed budget. Because of reductions in a number of <br /> <br />proposed expenditure appropriations and because of a revised debt service need, <br /> <br />Council directed that contemplated utility tax increases and a proposed <br /> <br />reinstatement of a portion of the business license tax on the retail merchants <br /> <br />category be deleted; however, Council directed that the Cityfs present utility <br /> <br />tax ordinance be revised--for Council's further consideration--in order that <br /> <br />the provisions thereof be made to apply to electric service customers within <br /> <br />the City now being furnished electric service by sources other than the City. <br /> <br />A number of citizens appeared before Council and inquired about various phases <br /> <br />of the proposed budget, such as the total cost of the new City Hall now under <br /> <br />construction and the need for more closely estimating costs of proposed <br /> <br />improvements. In addition, several citizens expressed appreciation not only <br /> <br />of the scope of the task in preparing the City's budget and the problems in <br /> <br />attempting to balance needs with income but also of Council's favorable <br /> <br />consideration of recent pleas that no increase in taxes be imposed for the <br /> <br />forthcoming year.
