<br />l52 <br /> <br />TUESDAY <br /> <br />MiliCH Z8, 1967 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Dr. Fred T. Renick, Mayor, presiding, was held Tuesday, <br /> <br />March 28, 1967, in the Council Chamber, City Hall, beginning at 7:30 P.M., <br />all members being present excepting Vice-Mayor E. E. stone (because of the <br />death of his mother on March 27th), viz., Mayor F. T. Renick, M.D.; Harry L. <br />Boaz; W. Donald Hartford; and Francis T. West. <br /> <br />After the invocation, Council approved the minutes of its meeting held <br /> <br />March 14, 1967. Council also expressed sYlllpathy and condolences to Vice- <br /> <br />Mayor Stone and his family, in the loss of Mr. Stone's mother. <br /> <br />City Manager Noland presented proposed minimum housing standards regulations <br /> <br />as proposed by the American Public Health Association and recommended that-- <br /> <br />if Council desires to enact minimum housing standards for Martinsville--the <br /> <br />approach be through administration and enforcement by the Health Department, <br /> <br />as proposed by the American Public Health Association, rather than through the <br /> <br />Inspection Department as proposed by the Southern Standard Housing Code. In <br /> <br />tentative acceptance of the ~~nager's recommendation, Council requested <br /> <br />Dr. C. J. VBthes, Health Director, and City Attorney Cubine to prepare--for <br /> <br />Council's consideration--a minimum housing standard ordinance along the <br /> <br />outline recommended by the American Public Health Association. <br /> <br />As agreed to by reference in its minutes of December 27, 1966, Council <br /> <br />authorized the executing by appropriate City officials of a deed conveying <br /> <br /> <br />to Southeast Container Corporation a small strip or tract of land between <br /> <br /> <br />Route 220 South and State Route 641, in conjunction with construction by <br /> <br />the State Highway Department of an industrial access road from said Route <br /> <br />220 South into the City's Industrial Park. This tract is more specifically <br /> <br />identified as Parcel 11M", as shown on Plat prepared for Southeast Container <br />
