<br />7 <br /> <br />TUESDAY <br /> <br />JANUARY 25, 1966 <br /> <br />- <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor J. Frank Wilson presiding, was held Tuesday, January 25, <br /> <br />1966, in the Council Chamber, City Hall, beginning at 7:30 P. M., all members <br /> <br />being present, viz., Mayor J. Frank Wilson; Dr. F. T. Renick, Vice-Mayor; <br /> <br />Harry L. Boaz; Thomas J. Burch; and E. E. Stone. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held January 11, 1966, and of its special meeting held January 13, 1966. <br /> <br />In connection with the approaching February 8th "municipal facility" bond <br /> <br />referendum, Council noted that a number of local organizations have publicly <br /> <br />endorsed the project, including the Martinsville Exchange Club and the Martinsville <br />City School Board. <br /> <br />By report dated January 21, 1966, the Planning Commission recommended approval <br /> <br />of a petition--as amended--submitted by the Appalachian Power Company (through its <br /> <br />counsel, Mr. W. R. Broaddus, III), requesting the rezoning from "R-9 Residential" <br /> <br />to "M-2 Industrial" of four lots lying on the north side of Dudley Street in North <br /> <br />Martinsville, on which property the petitioner proposes to erect an electric <br /> <br />substation. In tentative acceptance of the Commission's recorunendation, Council <br /> <br />directed that a duly-advertised public hearing on this matter be conducted by <br /> <br />Council at its forthcoming February 22nd meeting. <br /> <br />By petition dated January 19, 1966, Messrs. James C. Lawrence and Robert Y. <br /> <br />Lawrence proposed an exchange of a small portion of their property--at 1011 and <br /> <br />1013 E. Church Street (U. S. Route 58)--for a small tract of City-owned property <br /> <br /> <br />to enable the petitioners to acquire frontage along a line, fifteen feet in depth, <br /> <br />parallel to the north side of this street. Petitioners also requested use of this <br /> <br />fifteen-foot space to provide ingress and egress. Council unanimously approved of <br /> <br /> <br />said exchange and, also, of a lease agreement covering usage of the fifteen-foot <br />
