<br />32-1 <br /> <br />TUESDAY <br /> <br />MARCH 28, 1972 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor F. T. Renick, M.D., presiding, was held Tuesday, March <br /> <br />28, 1972, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br />members being present, viz., F. T. Renick, M.D., Mayor; Francis T. West, <br /> <br />Vice Mayor; Harry L. Boaz; W. Donald Hartford; and William D. Hobson. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular <br /> <br />meeting held March 14, 1972. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on an application (filed November 23, 1971) from Mr. Earle W. Green, Realtor, <br /> <br />on behalf of Plantation East, Ltd., for a Special-Use Permit to allow for the <br /> <br />construction of a townhouse development (addition) off the end of Blankenship <br /> <br />Road, in East Martinsville. There being no objections registered to the proposed <br /> <br />development, Council authorized the issuance of said Special Use Permit, in <br /> <br />acceptance of the Planning Commission's recommendations and including the <br /> <br />stipulations made a part of the Commission's recommendations dated February 22, 1972. <br /> <br />In connection with the recommendation (submitted March 14, 1972 by the Board of <br /> <br />Directors of the Martinsville-Henry County Chamber of Commerce through its <br /> <br />Industrial Development Committee, Mr. George W. Lester, II, Chairman), that the <br /> <br />Council establish an Industrial Revenue Bond Authority, Council was apprised of <br /> <br />State Statutes relating to same by Mr. George A. Deloe, Director of the <br /> <br />Commonwealth's Division of Industrial Development. Also, Council heard from <br /> <br />Mr. Irving M. Groves, Jr., Executive Vice President of Piedmont Trust Bank; <br /> <br />Mr. Frank D. Fulton, Vice President & Trust Office of The First National Bank <br /> <br />of Martinsville & Henry County; Mr. Thomas J. Burch, Realtor; and Mr. George W. <br /> <br />Lester, II, of the Chamber of Commerce. The aforementioned bank officials <br /> <br /> <br />expressed their opinions that bonds issued by such authorities are considered <br />
