<br />36 <br /> <br />MONDAY <br /> <br />FEBRUARY 10, 1975 <br /> <br />A special meeting, adjourned and continued from special meeting held February 4, <br /> <br />1975, of the Council of the City of Martinsville, Virginia, with Mayor Harry L. <br /> <br />Boaz presiding, was held Monday, February 10, 1975, in the Circuit Courtroom <br /> <br />of the City's Municipal Building, beginning at 7:30 P.M. All members of Council <br /> <br />were present, viz., Harry L. Boaz, Mayor; William D. Hobson, Vice Mayor; <br /> <br />G. S. Fitz-Hugh, Jr.; Barry A. Greene; and Morton W. Lester. <br /> <br />--- <br /> <br />The purpose of this meeting, as was the purpose of the meeting held February 4, <br /> <br />1975, and was so stated, was to receive input and/or suggestions from the general <br /> <br />public on community facilities and housing needs for the City of Martinsville, as <br /> <br />such facilities and housing needs relate to the Federal Housing & Community <br /> <br />Development Act of 1974. <br /> <br />Following the presentation by City officials of a review of procedural steps <br /> <br />followed by the City from its earliest consideration of the Housing & Community <br /> <br />Development Act of 1974 to the present time, the following citizens offered <br /> <br />- <br /> <br />the following comments and/or opinions: <br />(1) Mr. Fred W. Turner, 106 Sherwood Place - agreed with statement <br />presented February 4, 1975 by Mr. Francis T. West; and questioned <br />the right of City Council to appoint itself as the Martinsville <br />Redevelopment & Housing Authority (note: see City Charter); <br />(2) Mr. Joseph Pritchett, 1203 Maxine Road - characterized recent <br />press reports, pertaining to local consideration of Housing & <br />Community Development Act, as being not helpful to the <br />community; better housing is needed for West End citizens; <br />anticipated no problem from dispersal of residents should new <br />housing be provided; <br />(3) Mr. Raymond W. Nester, 719 Stultz Road - inquired as to Federal <br />guidelines; and implied that no one seems to know "where we're <br />going"; <br />(4) Mr. Willard B. Harris, 1534 Mulberry Road - while concerned for <br />better housing for all citizens, advocated that City meet its <br />needs as it deems necessary, without Federal assistance and <br />control; and cited personal knowledge of adverse effects of <br />Federal assistance and control, as to housing developments, <br />in other cities; <br />
