36 MONDAY FEBRUARY 10, 1975 A special meeting, adjourned and continued from special meeting held February 4, 1975, of the Council of the City of Martinsville, Virginia, with Mayor Harry L. Boaz presiding, was held Monday, February 10, 1975, in the Circuit Courtroom of the City's Municipal Building, beginning at 7:30 P.M. All members of Council were present, viz., Harry L. Boaz, Mayor; William D. Hobson, Vice Mayor; G. S. Fitz-Hugh, Jr.; Barry A. Greene; and Morton W. Lester. --- The purpose of this meeting, as was the purpose of the meeting held February 4, 1975, and was so stated, was to receive input and/or suggestions from the general public on community facilities and housing needs for the City of Martinsville, as such facilities and housing needs relate to the Federal Housing & Community Development Act of 1974. Following the presentation by City officials of a review of procedural steps followed by the City from its earliest consideration of the Housing & Community Development Act of 1974 to the present time, the following citizens offered - the following comments and/or opinions: (1) Mr. Fred W. Turner, 106 Sherwood Place - agreed with statement presented February 4, 1975 by Mr. Francis T. West; and questioned the right of City Council to appoint itself as the Martinsville Redevelopment & Housing Authority (note: see City Charter); (2) Mr. Joseph Pritchett, 1203 Maxine Road - characterized recent press reports, pertaining to local consideration of Housing & Community Development Act, as being not helpful to the community; better housing is needed for West End citizens; anticipated no problem from dispersal of residents should new housing be provided; (3) Mr. Raymond W. Nester, 719 Stultz Road - inquired as to Federal guidelines; and implied that no one seems to know "where we're going"; (4) Mr. Willard B. Harris, 1534 Mulberry Road - while concerned for better housing for all citizens, advocated that City meet its needs as it deems necessary, without Federal assistance and control; and cited personal knowledge of adverse effects of Federal assistance and control, as to housing developments, in other cities;
