<br />21 <br /> <br />MONDAY <br /> <br />JANUARY 21, 1974 <br /> <br />,- <br /> <br />A special called meeting of Martinsville City Council was held at 9:00 A. M. on January 21, <br /> <br />1974, in Council Chambers, with Mayor West presiding. Members present were: Mayor Francis T. West, <br /> <br />Vice Mayor H. L. Boaz, W. D. Hartford and Morton W. Lester. <br /> <br />The Mayor and City Manager explained that the meeting had been called, after proper notice, for <br /> <br />the purpose of giving further consideration to the terms of a contract which would provide the <br /> <br />conditions under which the City would treat County waste in its regional sewage treatment <br /> <br />,-- <br /> <br />facility and suggested the need of an executive session for consideration of this legal matter. <br /> <br />On motion made by Mr. Lester, seconded by Mr. Hartford, and carried on the unanimous vote, by <br /> <br />a show of hands, of the four members present, Council went into executive session for the <br /> <br />purpose of discussing with the City administration, and the City's officially designated <br /> <br />negotiator, the terms of a proposed contract now being negotiated. <br /> <br />Following an executive session of approximately 1-1/4 hours, Council returned to its chambers, <br /> <br />whereupon Mayor West explained that Council had been briefed on the status of the negotiations <br /> <br />leading toward a contract which would provide for the City's treatment of County waste, that <br /> <br />apparently there remained only one major section on which divergence still exists, that <br /> <br />Mr. Garland Page, the City's negotiator, had been working on the points of divergence, and <br /> <br />-- <br /> <br />would continue to do so. Mayor West said that Council has an optimistic outlook on the <br /> <br />immediate possibility of a contract. <br /> <br />On motion of Mr. Boaz, seconded by Mr. Lester, the meeting was recessed, subject to reconvening, <br /> <br />if necessary, prior to the regular meeting scheduled for the next evening, January 22, 1974. <br /> <br />/~ 13 5Jit(tUL R <br /> <br />T.
