<br />1c16 <br /> <br />TUESDAY <br /> <br />AUGUST 7, 1973 <br /> <br />A special and duly-called meeting (see Council minutes of July 10, 1973) of the <br /> <br /> <br />Council of the City of Martinsvi1le, Virginia, with Mayor Francis T. West presiding, <br /> <br /> <br />was held Tuesday, August 7, 1973, in the Circuit Courtroom of City Hall, beginning <br /> <br />at 7:30 P.M., for the purpose of conducting a public hearing (of which due and <br /> <br />required notice was published) on a proposed plan for the renewal and revitalization <br /> <br />of Martinsville's central business district, which plan was officially presented <br /> <br />to Council on May 8, 1973, by the City's planning consultants, was then referred <br /> <br />to the Planning Commission, and was reported on by said Commission to Council on <br /> <br />July 10, 1973, following two public hearings conducted thereon by said Commission. <br /> <br />All members of Council, with the exception of Councilman W. D. Hartford (who was <br /> <br />out of town), were present, viz., Francis T. West, Mayor; Harry L. Boaz, <br /> <br />Vice Mayor; William D. Hobson; and Morton W. Lester. Also present, in addition <br /> <br />to some sixty citizens, was Mr. Conrad M. Knight, Architect, and ?lanning <br /> <br />Consultant to the City for this project. <br /> <br />After calling the meeting to order, Mayor West stated the purpose of this <br /> <br />meeting (as duly advertised) and then called on Assistant City Manager-Public <br /> <br />Works Director George W. Brown, as Chairman of the Special CBD Study Commission <br /> <br />(composed of Mr. Brown, Councilman W. Donald Hartford, Councilman William D. Hobson, <br /> <br />Councilman Morton W. Lester, and State Senator William F. Stone), who briefly <br /> <br />outlined the probable method by which the proposed plan, if adopted, might be <br /> <br />executed. Mr. Conrad M. Knight, Architect and Planning Consultant, then presented <br /> <br />photographic slides and drawings, illustrating the concept of the plan and its <br /> <br />design as well as pointing up present deteriorating conditions within the central <br /> <br />business district, meanwhile emphasizing the point that the total project, being <br /> <br />flexible in design, is predicated upon the premise that (1) the proposed CBD <br /> <br />renewal is necessary, (2) funding of the project will be forthcoming, and (3) <br /> <br />benefits thereof will accrue to the total community. <br />
