<br />~J <br /> <br />MONDAY <br /> <br />APRIL 2, 1973 <br /> <br />A special and duly-called meeting (see Council minutes of March 29, 1973) <br /> <br />of the Council of the City of Martinsville, Virginia, was held with Martinsville <br /> <br /> <br />City School Board, at the School Board's office, Monday, April 2, 1973, at 12:30 <br /> <br />P.M., for the purpose of receiving the School Board's recommended 1973-1974 budget <br /> <br />and for the purpose of considering and/or acting upon same, and for the purpose <br /> <br />of considering other matters pertaining to the City's 1973-1974 proposed budget. <br /> <br />.,,""---" <br /> <br />All members, with the exception of Councilman W. Donald Hartford, were present, <br /> <br />viz., Mayor Francis T. West; Harry L. Boaz, Vice Mayor; William D. Hobson; and <br /> <br />Morton W. Lester. <br /> <br />School Board Chairman W. K. Putney presented School Superintendent John D. Richmond, <br /> <br />who presented the Board's recommended budget in the total (operating) amount of <br /> <br />$3,309,860.00, reflecting a total increase of $152,613.00 over the 1972-1973 <br /> <br /> <br />operating budget. Included in the recommended budget was a revised salary scale <br /> <br /> <br />and a proposed 5~% salary increase. Superintendent Richmond explained various items <br /> <br />of the recommended budget, noting that the School system expects to have 4,151 <br /> <br />students in 1973-1974, reflecting some decrease from 1972-73, with the consequent <br /> <br />elimination of some five teaching positions. After applying State and other <br /> <br />revenues to the proposed budget total, and applying an estimated surplus of <br /> <br />$20,000.00 at July 1, 1973, the net increase from local funds, i.e., the net <br /> <br />increase to the City, will be approximately $36,000.00 over the City's net <br /> <br />contribution for the current year. Superintendent Richmond also informed the <br /> <br /> <br />group that a basic kindergarten school, if approved, for 1973-1974 (which will <br /> <br />be compulsory in 1976) will cost approximately $75,000.00 but will be completely <br /> <br /> <br />underwritten by State funds. <br />
