<br />6 <br /> <br />TUE SDA Y <br /> <br />JANUARY 23, 1973 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Francis T. West presiding, was held on Tuesday, January 23, 1973, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M. <br /> <br />Members present were Mayor Francis T. West, Vice Mayor H. L. Boaz, William D. Hobson, <br /> <br />and Morton W. Lester. Absent - W. D. Hartford. <br /> <br />,.-..-..... <br /> <br />Following the invocation, minutes of the regular meeting held January 9, 1973, as well <br /> <br />as the minutes of the centennial meeting held on January 16, 1973, were approved as <br /> <br />read. <br /> <br />Explaining that he wished to discuss certain phases of the operation of the West <br /> <br />Piedmont Planning District Commission, a source of much concern, Mayor West stated <br /> <br />that Martinsville was the first of the seven political subdivisions to endorse the <br /> <br />concept of the Planning District to serve our area. He then referred to a statement <br /> <br />which he had made in a Council meeting on March 23, 1971, in which statement the <br /> <br />Mayor had warned of creeping organizationalism and that he felt at that time that <br /> <br />the Commission should hold the line with respect to personnel and budgetary matters. <br /> <br />The Mayor then stated that the growth of the Planning District Commission staff and <br /> <br />budget is of public concern and that he had recently met with other Planning District <br /> <br />governmental leaders for a full discussion of the role of the Commission and that as <br /> <br />a result of this meeting he had prepared a proposed resolution, explaining further <br /> <br />that he hoped that if Council adopts the resolution such action might provide the <br /> <br />impetus for other political subdivisions to do likewise, thus bringing about a <br /> <br />reorganization of the Planning District. Following the Mayor's reading of the <br /> <br />proposed resolution and after discussion of its wording, motion was made by Mr. <br /> <br />Lester, and seconded by Mr. Boaz, there was a unanimous vote for the adoption of the <br /> <br />resolution, reading as follows: <br />
