<br />TUESDAY <br /> <br />NOVEMBER 21, 1972 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Francis T. West presiding, was held on Tuesday, November 21, <br /> <br /> <br />1972, in the Council Chamber, City Hall, beginning at 7:30 P.M., this meeting <br /> <br /> <br />date having been publicly noted as being in lieu of the normal meeting date of <br /> <br /> <br />November 28, for the second semi-monthly meeting. <br /> <br />All members were present; namely, Mayor Francis T. West, Vice Mayor H. L. Boaz, <br /> <br />W. D. Hartford, William D. Hobson and Morton W. Lester. <br /> <br />After the invocation, Council approved as recorded the minutes of its regular meeting <br /> <br />held on November 14, 1972. <br /> <br />Reference was made to the fact that pursuant to action Council had taken at its <br /> <br />November 14 meeting, the antique desk had been placed in the lobby of City Hall <br /> <br /> <br />and that the City Attorney would draft a formal agreement for the signature of <br /> <br /> <br />Mrs. H. Irvine Tuggle, the donor, which would make the City the permanent owner <br /> <br />of the desk, with the understanding that should the City wish in the future to <br /> <br />transfer ownership, such ownership would then be vested in Patrick Henry College. <br /> <br />Mayor West noted that on the day of the meeting the Vice Mayor and the City Manager <br /> <br />had attended a public hearing, in Richmond, conducted by the State Corporation <br /> <br />Commission on the proposed increase in telephone rates according to the petition <br /> <br />of the Lee Telephone Company. <br /> <br />At the request of Councilman Hartford, who serves as chairman of the City's Highway <br /> <br />Safety Commission, Mr. Francis A. Gard, Sr., Chief of Police, submitted a traffic <br /> <br />accident-safety report. Chief Gard reported that during the months of August, <br /> <br />September and October, the accident rate had been reduced 42%, when compared with <br />
