<br />8 <br /> <br />MONDAY <br /> <br />MARCH 17, 1975 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, was held jointly with the Henry County Board of Supervisors at the <br /> <br />Lavinder House Restaurant, Collinsville, Virginia, Monday, March 17, 1975, <br /> <br />beginning at 6:30 P.M., for the purpose of discussing with said Supervisors <br /> <br />matters of mutual jurisdictional interest. All members of Council were <br /> <br />present, viz., Harry L. Boaz, Mayor; William D. Hobson, Vice-Mayor; <br /> <br />G. S. Fitz-Hugh, Jr.; Barry A. Greene; and Morton W. Lester. <br /> <br />The following matters were discussed: <br /> <br />(1) a joint City-County dog pound, exploring the possibility of <br />enlarging the City's dog pound to accommodate the County's <br />needs; <br />(2) improving and/or re-routing Spruce Street Extension, particularly <br />that section which lies outside the City's corporate limits, on <br />which a State survey has recently been completed, the cost of <br />which--as to those sections within Henry County--would be charged <br />against Henry County's secondary road allocation funds, with <br />concern being expressed by the Supervisors as to plans by the <br />City, if any, to attempt to annex this territory sometime in <br />the future, in order that the Supervisors may determine its <br />position on this project inasmuch as the Supervisors are not <br />inclined to be charged with the cost thereof if the street is <br />to become a part of the City. In connection with this concern, <br />Council assured the Supervisors that it has not discussed nor <br />has it developed any plans toward instituting annexation <br />procedures; <br />(3) V. P. I. Extension Service being used by City residents to the <br />extent that the City's fair share of the local cost of this <br />service has been determined as being one-sixth, or $5,248.00, <br />for the forthcoming fiscal year; <br />(4) an Emergency Service Operations Center, replacing the former <br />Civil Defense organization; <br />(5) joint facilities for housing the staff of the Juvenile & <br />Domestic Relations Court, particularly the probation officers; <br />(6) Program for the aged or Senior Citizens (Gerontology), jointly <br />sponsored by Henry County and the City of Martinsville in lieu <br />of the plan recently developed by the West Piedmont Planning <br /> <br />---.. .----.-.- .------,-. <br />
