Roop <br /> <br />Pledge to the American flag <br /> <br />Consider approval of the minutes of City Council's meetings of April 3 <br />and April 9, 2002. (See Enclosures # 1-a and # l-b) <br /> <br />Presentation of a Proclamation declaring May 5-11, 2002 as "Public <br />Employee Recognition Week" in the City of Martinsville. (See Enclosure <br />#2) <br /> <br />COMMENTS: The Mayor will present this proclamation to publicly <br />recognize all City employees and the invaluable service they provide to <br />the community. <br /> <br />Recognition of Billy Payne and his Public Works Crew for the assistance <br />they provided in setting up the "Dinos on Parade". <br /> <br />Consider adoption, on first reading, of Ordinance No. 2002-2 adding <br />Section 1-16 Special Assessment for funding of courthouse security <br />personnel as part of costs in criminal and traffic cases to Chapter 1 of <br />the City Code. (See Enclosure #3) <br /> <br />COMMENTS: The attached Memorandum from Opal Hall, Clerk of the <br />Martinsville General District Court, explains in detail the purpose of this <br />Ordinance to be effective July 1, 2002. We recommend adoption on first <br />reading. <br /> <br />Consider adoption, on emergency basis, of Ordinance No. 2002-3 adding <br />Section 13-23.1 Loitering in, upon, or around any public place to <br />Chapter 13 of the City Code. (See Enclosure #4) <br /> <br />Consider adoption of a Resolution allowing the City to participate in a <br />Statewide Mutual Aid (SMA) program. {See Enclosure #5) <br /> <br />COMMENTS: The Virginia General Assembly in its 2000 session <br />approved a Statewide Mutual Aid (SMA) program. This puts cities, <br />counties and towns and their emergency services providers in a much <br /> <br /> <br />
