<br />... <br />h <br /> <br />'-' <br /> <br />TUESDAY <br /> <br />JANUARy 16, 1973 <br /> <br />,- <br /> <br />Martinsville City Council met in Centennial session at 11:00 A.M. on January 16, <br /> <br />1973, in Council Chambers of City Hall, Mayor West presiding, and with all members <br /> <br />of Council present, as follows: Mayor Francis T. West, Vice Mayor H. L. Boaz, <br /> <br />W. D. Hartford, Wm. D. Hobson and Morton W. Lester. <br /> <br />Minister who has served the people of Martinsville for many years, Mayor West <br /> <br />Following the invocation, which was given by the Reverend R. T. Anderson, a <br /> <br />honored guests, as were retired Department Heads and retired employees who had <br /> <br />visitors, noting the fact that all four of Martinsville's living former Mayors were <br /> <br />explained the significance of this very special meeting to which he welcomed many <br /> <br />previously served the City; also various individuals who have had official or <br /> <br />likely a formal celebration of the City's Centennial will be arranged, and announced <br /> <br />special citizen interest in the affairs of the City. Mayor West noted that very <br /> <br />that the Chamber of Commerce is actively pursuing this possibility with the <br /> <br />expectation that firm plans would be announced soon. <br /> <br />Acting Clerk of Council, motion was made, seconded, and carried unanimously that <br /> <br />To begin the proceedings, and at the suggestion of the City Manager, serving as <br /> <br />there be placed in the record, verbatim, the State Legislative Act which established <br /> <br />the unincorporated Town of Martinsville, effective January 1, 1792; the City's first <br /> <br />1873; the City's second Charter which was effective on March 1, 1884; a listing of <br /> <br />Charter, establishing Martinsville as an incorporated municipality, on January 16, <br /> <br />those who had served as Mayor of the City with their respective terms, as evidenced <br /> <br />by the available records of the City, as follows: <br /> <br />General Assembly of Virginia <br /> <br />(13 H 296/7/8) AN ACT TO ESIABLISH SEVERAL TOWNS, AND FOR OTHER PURPOSES. <br />(Passed Dec. 7th 1791) <br />Sect. 4.
