206 <br /> <br />TUESDAY, DECM~BER 12, 1989 <br /> <br />A regular semi-mOnthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, December 12, <br />1989, in the Council Chambers, City Hall, beginning at 7:30 P.M. All members <br />of Council were present, viz., L. D. Oakes, Mayor; Clyde L. Williams, <br />Vice-Mayor; William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. <br /> <br />After the invocation, followed by Mayor Oakes' cordial welcome to visitors <br />present, Council approved the minutes of its special meeting held November 20, <br />1989, and of its regular meeting held November 28, 1989, subject to the <br />correcting of several typing errors found on Minute Book pages 194 and 196. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the <br />following ordinance, identified as Ordinance No. 89-15, with "emergency clause <br />attached", which ordinance amends Section 4-32(b) of the City Code to allow <br />public dances to be conducted on such Sunday evenings as are New Year Eves: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled on December 2, 1989, <br />that it does hereby amend the City Code, Chapter 4 Amusements, <br />Article III Public Dances, Section 4-32 (b), as follows: <br /> <br />Sec. 4-32 Special permit for operation between certain <br /> hours; Sunday operation. <br /> <br /> (b) Notwithstanding any other provisions of this <br />section, it shall be unlawful for any person to maintain, <br />conduct or operate any public dance between the hours of <br />1:00 a.m. and 12:00 midnight of any Sunday, and no permit <br />shall be issued permitting any such dance between such <br />hours, except that such public dances may be allowed on <br />Sunday when New Years Eve is on a Sunday from 7:00 p.m. to <br />12:00 midnight. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency <br />existing, this ordinance shall be in force and effective <br />immediately upon adoption. <br /> <br /> <br />
