206 TUESDAY, DECM~BER 12, 1989 A regular semi-mOnthly meeting of the Council of the City of Martinsville, Virginia, with Mayor L. D. Oakes presiding, was held Tuesday, December 12, 1989, in the Council Chambers, City Hall, beginning at 7:30 P.M. All members of Council were present, viz., L. D. Oakes, Mayor; Clyde L. Williams, Vice-Mayor; William C. Cole, Jr.; Alfred T. Groden; and Allan McClain. After the invocation, followed by Mayor Oakes' cordial welcome to visitors present, Council approved the minutes of its special meeting held November 20, 1989, and of its regular meeting held November 28, 1989, subject to the correcting of several typing errors found on Minute Book pages 194 and 196. Upon motion, duly seconded and unanimously carried, Council adopted the following ordinance, identified as Ordinance No. 89-15, with "emergency clause attached", which ordinance amends Section 4-32(b) of the City Code to allow public dances to be conducted on such Sunday evenings as are New Year Eves: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session assembled on December 2, 1989, that it does hereby amend the City Code, Chapter 4 Amusements, Article III Public Dances, Section 4-32 (b), as follows: Sec. 4-32 Special permit for operation between certain hours; Sunday operation. (b) Notwithstanding any other provisions of this section, it shall be unlawful for any person to maintain, conduct or operate any public dance between the hours of 1:00 a.m. and 12:00 midnight of any Sunday, and no permit shall be issued permitting any such dance between such hours, except that such public dances may be allowed on Sunday when New Years Eve is on a Sunday from 7:00 p.m. to 12:00 midnight. BE IT FURTHER ORDAINED by said Council that, an emergency existing, this ordinance shall be in force and effective immediately upon adoption.
